We are seeking an experienced and highly organized Program Manager to join our dynamic team. The Empower Program Manager is responsible for overseeing and managing a portfolio of projects, ensuring successful execution from initiation to completion. This role requires a strategic thinker with excellent leadership, communication, and project management skills. The Empower Program Manager will have a passion for building strong community partnerships, leading through coaching and high emotional intelligence,
while managing programs that assist those in poverty move to meaningful employment. This is an in-person position serving with Jackson and Josephine County in Oregon.

Program Management, Operations Management & Customer Service Ability to oversee and manage all aspects of program operations, including:

Enhancing Community Partnerships & Co-Creating Collective Impact Working
collaboratively with Empower’s funders, colleagues, and community partners to
continuously improve upon how we can collectively provide holistic and
human-centered services to the clients we serve.

Key_ Responsibilities:_

  • Project Oversight: Lead and manage multiple projects simultaneously, ensuring they are delivered on time, within scope, and within budget.
  • Lead Empower Teams – Lead day-to-day operations for both a virtual team of contracted coaches and facilitators as well as an in-person team of coaches and facilitators serving both Jackson andJosephine Counties in Oregon (_this will_ include meeting with staff, partners, or clients at their offices in Ashland, Cave Junction, Grants Pass, Medford, White City

and other locations).

  • Stakeholder Collaboration: Collaborate and partner with a multitude of cross-functional teams and stakeholders to define project objectives, key results, scope,

deliverables, and meaningful partnership and services.

  • Strategic Planning: Develop and implement program strategies aligned with organizational goals, contractual obligations, values, and objectives.
  • Risk Management: Identify and proactively manage risks, issues, and dependencies to minimize project disruptions.
  • Resource Allocation: Effectively allocate and manage resources, including budget, personnel, and technology, to support program goals.
  • Performance Monitoring: Establish Objectives & Key Results (OKRs) and Key Performance Indicators (KPIs), and regularly monitor and report on project performance.
  • Communication: Facilitate clear, solution-focused, and open communication channels between team members, stakeholders, and leadership.
  • Quality Assurance: Ensure that project deliverables meet quality standards and comply with

relevant regulations, contract requirements, high-level of coaching, Adverse
Childhood Experiences, Trauma-Informed Care, poverty-informed care, and
Human-Centered Design.

  • Continuous Improvement: Identify opportunities for process improvements and implement best practices to enhance program effectiveness, efficiency, and collaboration.
  • Budget Management: Develop and manage program budgets, ensuring financial goals are met and resources are utilized effectively.


  • Bachelor’s degree in a relevant field; advanced degree is a plus.
  • Life Coach Certification strongly encouraged (completed, underway or to be started)
  • Proven experience as a Program Manager or similar role, with a track record

of successfully managing complex projects.

  • Strong understanding of project management methodologies and tools.
  • Strong understanding of Adverse Childhood Experiences, Trauma-Informed Care, poverty-informed care, Human-Centered Design, self-awareness, equity, diversity,

inclusion, emotional intelligence, and solution-focused leadership

  • Excellent leadership and interpersonal skills with the ability to collaborate and influence across all levels of the organization and with partner organizations.
  • Exceptional communication and presentation skills.
  • Strategic thinker with the ability to solve problems and make informed decisions.
  • Detail-oriented and highly organized.
  • Able to work with and empower vulnerable populations.
  • Ability to adapt coaching strategies to the unique needs of individuals.
  • Familiarity with workforce development programs and resources.
  • Able to work in many situations. This position will be both in office and in service delivery area.
  • Oregon Drivers License and clean driving record required.
  • Reliable transportation for community-based work (milage is reimbursed)
  • Ability to pass a criminal background check.
  • Computer skills and ability to work virtually as needed.
  • Proficient in project management oftware and Microsoft Office Suite.


  • Position will include individual and group coaching and may include some

workshop facilitation.

  • This is a contract-based position. Contract renewable for successive years

starting July 2025.
