Primary: Assist Fleet Program Coordinator in management of vehicle fleet comprised of both GSA leased and DOE Agency owned vehicles located in Oak Ridge, TN in support of the Office of Secure Transportation (OST) training programs. This includes tracking vehicle usage, completion of monthly/annual mileage reports, ensuring required maintenance/repairs/ modifications are completed as required. Maintain accountability of all government vehicles, trailers, equipment and government credit cards.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Operate assigned vehicles to include tractors, trailers, escort vehicles, heavy maintenance equipment, and special purpose equipment.
2. Maintain appropriate records to ensure accountability and scheduling of all vehicles.
3. Maintain appropriate maintenance records and ensure vehicles are delivered for preventative maintenance, scheduled maintenance, and "as required" maintenance.
4. Determine roadworthiness of all fleet vehicles.
5. Manage the fleet activities during deployed operations as necessary.
6. Load and unload trailers, and prepare vehicles for transport.
7. Augment the logistics/property functions, as necessary, to support issue, receipt, and storage/warehousing of inventory items and exercise setup and tear down.
8. Ensure that integrated safety management principles are applied to all duties. Perform all activities and tasks in a safe and healthful manner.
9. Serve customers (external and internal) by focusing on quality as it relates to the customer; anticipating/understanding customer needs and expectations; responding expeditiously to customers' questions, requests, and concerns; and satisfying customer needs and expectations.
10. Contribute to team effort by focusing on OST mission, goals, and objectives; accomplishing tasks and assignments in a professional and timely manner; keeping appropriate members informed regarding the status of tasks and assignments; establishing and maintaining professional working relationships; working amicably, cooperatively, and productively with team members; assisting others as needed and accomplishing other duties/tasks as assigned/directed or as necessity dictates.
11. Operate assigned OST government vehicles pursuant to Federal and State Department of Transportation regulations.
12. Maintain all drivers licensing and certification requirements and an understanding of DOT regulations as needed to effect the safe and timely movement of vehicles and/or equipment necessary to support OST contract requirements.
13. When approved by the Program Manager, provide support to offsite and local training activities to include supporting roadblocks and serving as an exercise role-player.
POSITION QUALIFICATIONS:
Education, Experience and Qualifications
1. High school diploma or equivalent.
2. A minimum of five years on-the-job experience in a related fleet vehicle management position.
Knowledge, Skills and Abilities
1. Ability to obtain licenses and certifications to operate commercial motor vehicles in the support of OST program requirements.
2. Ability to obtain and maintain appropriate documentation required for an OST Driver Qualification File.
3. A strong working knowledge of PC's and related MS programs and office equipment.
4. Ability to complete DOE Hazardous Materials training modules 1-10 and explosive module 1
5. Commercial Driver's License (REQUIRED)
6. Ability to obtain and maintain an appropriate DOE security clearance.
7. Ability to lift 68 pounds.
8. Strong interpersonal skills and the ability to plan and interact with other personnel.
9. Ability to work flexible hours to accommodate the training schedule.
10. Ability to travel for training and other OST business.
Working Conditions
Work may be performed in an office, warehouse, or classroom setting or outdoors. Worker may be exposed to dust, fumes, loud noises and the environment.
Physical Demands
Work involves much standing or walking. Some kneeling or bending involved. When in the office, work is sedentary, which requires sitting most of the time. Work will involve some moderate lifting, carrying, pushing or pulling.
