Full job description

Description: We are seeking multiple Grants Payment Specialists to support the Department of Defense (DoD) Under a five year contract (1 Base Year + 4 Option Years)

*These roles are contingent upon contract award.*

Preferred Qualifications

· 3 Years of Experience

· Bachelor’s Degree

· A Certification in Federal Grants Management (that is no more than 6 years old) by a relevant accrediting body (e.g. NGMA, MCI, GPCI, etc.), and training on the OMB 2 CFR 200 Regulation (per the new guidance of the Office of Management and Budget (OMB) that went into effect on December 26, 2014) are strongly preferred

Duties and Responsibilities

Utilize Agency specific grant management system, contractor will review invoices for completeness and accuracy per the terms of the grant agreement, and researches, compiles, consolidated and organizes data associated with payment requests:

· Reviews incoming SF 3881s for completeness

· Provides assistance in the preparation of payment requests, SF-270 and SF-271

· Notifies the grantee of grantor's receipt of the payment form

· Reviews the payment form data to validate the following information during the payment request form SF- 270/SF-271 review:

o active SAM registration,

o obligation completed in the grant management system;

o available funds;

o accuracy of information stated on SF-270 and SF-271;

o reviews award document; amendments; terms and conditions; and performs quality check for duplication of calculations.

o Forwards the location of Automated Clearing House (ACH) Vendor/miscellaneous Payment Enrollment Form to the Grantee, Standard Form 9SF) 3881

o Utilizing grant management and payment systems, and other electronic communications to approve and forward and post payment invoices.

o Provide assistance in the resolution of discrepancies identified in grant management system, and payment related forms and communications to include but not limited to collaboration with IT Support to learn new workflow processes and resolve trouble tickets, as needed.

o Provides customer services to include written and verbal communications with applicants and grantees, and other internal and external customers.

o Understands basic financial management terminology, concepts, and key indicators.

o Identify, troubleshoot, and resolve conflicts that might impact the timely disbursement of funds.

o Use basic understanding of the Payment Management System (PMS) to process invoices while performing a variety of fund controls.

· Conducts financial monitoring to ensure disbursement requests to not exceed awarded fund amounts and payment related data sets remain current and accurate.

· Continuously review and recommend revisions to DOD’s Standard Operating Procedures (SOP);

· Provides monthly inventory/listing of payments processed and status to be included in the monthly status report

· Attend weekly staff meeting and other recurring meetings as required/requested.

· Prepares post-trip reports as necessary upon conclusion of travel.
