POSITION SUMMARY

The Housing Project Manager will work with Executive Director and Director of Community Engagement and Public Policy to further Puente’s mission to preserve and produce affordable housing for low-income households including agricultural workers in the unincorporated rural communities of Pescadero, La Honda, Loma Mar, and San Gregorio in California. The Housing Project Manager takes the lead role in managing the entire projects, e.g. identifying potential sites for affordable housing, evaluating project feasibility, monitoring construction and renovation projects. The Housing Project Manager works with the Executive Director and Director of Community Engagement and Public Policy to research, secure and administer loan funds.

RESPONSIBILITIES

  • Develops list of properties for consideration of housing preservation and production in Puente’s service area.
  • Coordinates collection of housing and other related information necessary for evaluation and makes recommendations to the Housing Committee.
  • Reviews and determines project feasibility, including evaluation of financial feasibility, market analysis, structural condition, and environmental concerns.
  • Oversees the entitlements, permitting and pre-construction process.
  • Assists in determination of funding sources.
  • Maintains information on available financing techniques, including government and private financing. Prepares, loan, grant any other necessary financing packages, including low-income housing tax credit applications.
  • Coordinates and monitors preparation of plans and specifications for rehabilitation or new constructions.
  • Initiates request for and participates in the selection of contractors for construction or rehabilitation work.
  • Coordinates related activities of housing developments, supervising architects, general contractors, and all other project consultants.
  • Prepares and submits documents required by other staff departments and agencies.
  • Requests necessary services for operations.
  • Assists in the evaluation and monitoring of project objectives and contractual services.
  • Prepares reports and agenda items for the Housing Committee meeting, and other meetings.
  • Represent Puente before public bodies and speak about housing development projects as appropriately needed.
  • Coordinates any vendors related to Puente’s housing projects.
  • Attend staff meetings, retreats, and other meetings as needed and participate in organizational events, including training, fundraising and program meetings.
  • Provide organizational support as needed.

REQUIREMENTS & QUALIFICATIONS

  • Minimum education of AA plus at least 1 year of relevant professional experience OR at least 4 years of relevant professional experience. Minimum of four years preferred in the affordable housing industry.
  • Experience with the coordination of affordable housing developments, including the relevant financial structuring (including, but not limited to, LIHTC, HUD, Rural Development).
  • Flexible and open-minded about the scope of the role, as responsibilities may expand, or change based on fluctuating business needs.
  • Experience with renovation projects and maintaining relationships with vendors.
  • Experience in the understanding of financials and operations.
  • Proficiency in Microsoft Office applications along with experience with various housing development programs.
  • Well-developed interpersonal skills, time management and crisis management skills; organization and prioritizing abilities; attention to detail and accuracy; sound judgment and reasoning ability; excellent written and oral communications skills; and ability to meet deadlines.
  • Experience working in a hybrid environment, preferred.
  • Knowledge of the South Coast or experience working in a rural community, preferred.
  • Ability to work effectively as part of a culturally diverse team.
  • Availability to work some nights a week and occasionally on weekends.
  • Competent written communication skills in English and Spanish, preferred.
  • Competent skills with Microsoft Office products, including Word, Excel, Outlook and TEAMS.
  • Current California Driver’s License and ability to drive to work related functions in and around Pescadero, La Honda, Loma Mar, San Gregorio, Half Moon Bay and the Bay Area.
  • Cultural competency to work with community members from diverse backgrounds, class and race.

COMPENSATION & BENEFITS

The salary range for the Housing Project Manager position is $51-54k/year. Starting salaries are dependent on experience, skills, market rates, and pay equity among current staff members. TELECOMMUTING

Telecommuting is defined as regularly working a full or partial workday remotely. Puente will regularly reassess remote work eligibility on a case-by-case basis based on organizational needs, employee performance, and employee's role. Full time employees may work remotely up to three (3) days per week, depending on program's needs. Part-time positions will be prorated to determine the total number of hours eligible for remote work.
