Position Overview:
We seek a Programs Manager, Outreach Programs to oversee and coordinate the activities of up to four programs: the Summer Lunch Program, McKinney-Vento Case Manager, Youth Experiencing Homelessness Assistance, and Mobile Resource Hub (including a satellite office in Chemult). The Programs Manager will provide strategic guidance to teams and project managers, ensuring the successful delivery of outcomes that align with IYS’s mission and culture. This position requires strong management skills, excellent written and oral communication abilities, team-building expertise, professionalism, program development capabilities, and case management experience.

Experience in community outreach practices and a strong working knowledge of community resources and agencies are essential. The Programs Manager will also serve on the Leadership Team, providing insight into program development, problem-solving, and working collaboratively towards a common goal and mission.

Key Responsibilities:

  • Program Management: Oversee up to four separate programs, including the Summer Lunch Program, McKinney-Vento Case Manager, Youth Experiencing Homelessness Assistance, and Mobile Resource Hub.
  • Strategic Planning: Collaborate with the Leadership Team to define each program's strategies, objectives, and outcomes.
  • Leadership Team Participation: Serve on the Leadership Team, contributing valuable insights into program development, decision-making processes, and aligning program goals with the organization’s mission.
  • Team Leadership: Lead and evaluate program managers and staff to ensure effective coordination and execution of each program.
  • Community Engagement: Build and maintain relationships with community partners to support program objectives and outreach activities.
  • Program Development: Ensure continuous improvement of programs through effective planning, assessment, and adaptation.
  • Budget and Resource Management: Understand and apply program budgets and resources in collaboration with the Operations Director and Executive Director.
  • Risk and Change Management: Proactively manage program risks, changes, and resources to ensure successful program outcomes.
  • Problem Solving: Apply critical thinking and problem-solving skills to address challenges and develop practical solutions across programs.
  • Case Management Oversight: Provide guidance and support for case management processes, ensuring effective support for youth and families.
  • Reporting: Prepare and submit regular program performance reports to the Executive Director.
  • Collaboration: Participate in leadership meetings, board activities, and external community meetings as required.

Skills and Qualifications:

  • Experience: At least 5-6 years of management experience, with a focus on youth programs, case management, or related fields.
  • Program Management: Proven experience managing multiple programs simultaneously, with a strong understanding of program development and implementation.
  • Communication Skills: Exceptional written and oral communication skills, with the ability to engage effectively with team members, partners, and community stakeholders.
  • Leadership: Strong leadership and team-building skills, with the ability to motivate and guide staff.
  • Case Management: Experience in case management, especially with youth, families, or individuals facing homelessness or other significant challenges.
  • Technology Skills: Proficient in MS Office Suite (Word, Excel, PowerPoint) and related programs, with the ability to use these tools to track program progress and manage documentation.
  • Community Resource Knowledge: Deep understanding of community resources and local agencies available to support youth and families.
  • Professionalism: High level of professionalism, with the ability to represent IYS in various community and organizational settings.

Preferred Training and Knowledge:

  • Training in trauma-informed care, harm reduction, positive youth development, and poverty issues.
  • Understanding of rural poverty issues, food insecurity, and the causes and conditions of homelessness.
  • Knowledge of best practices in youth development and homelessness prevention.

Preferred Qualifications:

  • Experience working within youth homelessness assistance programs or related fields.
  • A BA/BS degree in a relevant field is preferred but not required.

Pay: $23.00 - $26.00 per hour
