ESSENTIAL FUNCTIONS OF THE POSITION:

The purpose of this position is to maintain and improve the lands, buildings, thoroughfares, storm drainage and other elements of the Village’s infrastructure and to serve as the lead worker of the employees in his/her work unit. Works under the supervision of the Village Administrator. This position is subject to emergency/non-emergency call-outs during evenings, weekends and holidays.

The primary difference between the duties of this position and Maintenance Crew Member is that this person also serves as the primary point of contact for emergency call-outs and is the lead worker of the maintenance department.

The following are examples of the job duties but do not include all the possible tasks to be performed:

  • Schedules and manages the daily working arrangements of the employees on his/her team.
  • Coaches, mentors, directs, plans, delegates, and reviews the work of each employee on his/her team.
  • Assures team members are following the Village’s policies, procedures and rules and apprises the Village Administrator of any disciplinary concerns.
  • Prepares printed monthly status report for village council, highlighting the accomplishments and planned tasks of the maintenance department.
  • Performs tasks for maintaining and improving the condition of streets, alleys, sidewalks, parking lots, bikeways and walkways, and other such thoroughfares including, but not limited to, removing debris and dead animals, filling potholes, treating bridge decks and railings.
  • Performs snow and ice control from village roadways, alleys, driveways and parking lots of village-owned properties, bikeways and walkways, including plowing, shoveling, and spreading deicing agents.
  • Performs a variety of landscaping maintenance work; maintains parks, village grounds and cemetery by mowing grass, trimming and pruning trees and shrubs, planting and removing trees and shrubs, edging, weeding, seeding, mulching, and collecting and removing trash.
  • Maintains the appearance of the cemetery grounds including mowing, string trimming around monuments and fences, clearing grass clippings from accumulating on monuments and markers, and removing litter and debris. Protect monuments from being damaged as a result of village operations, treat gravesites respectfully.
  • Performs tasks related to funerals and burials at the cemetery to meet the schedules and timelines of funeral planners/directors/homes. This includes coordinating with the Village’s fiscal office staff, identifying and marking individual gravesites in accordance with the Village’s cemetery mapping, coordinating with contractors and other service providers to prepare each burial site beforehand, backfilling the grave with soil immediately following a burial, reestablishing grass at the site, and making arrangements for the concrete foundations to be installed for monuments.
  • Coordinates with contractors to obtain price quotes and to schedule their work. Oversees the work of contractors hired by the Village to assure the Village’s standards and expectations are being met. Examples include grave digging, cemetery headstone foundation construction, hanging Christmas tree lights on the village square, portable restroom rentals, pavement crack sealing, pavement markings, plumbing backflow testing.
  • Performs a variety of tasks for the maintenance and improvement of village buildings and facilities such as painting, cleaning restrooms, mopping and vacuuming floors, replacing light bulbs, replacing furnace filters, and performing light construction.
  • Removes leaves, dirt and debris from village roadways, alleys, parking lots, driveways, sidewalks, bikeways and walkways.
  • Inspects, cleans and unclogs storm sewer inlets and catch basins.
  • Installs and maintains road signs.
  • Assists in monitoring the condition of the village’s infrastructure including lands, buildings, thoroughfares, pavements, signs, storm drainage system, and rights-of-way.
  • Loads and unloads topsoil, gravel, mulch, and asphalt mix from truck beds, fills potholes, sets out barricades, directs traffic, paints and/or applies pavement markings.
  • Operates a variety of power tools and equipment such as electric drill, circular saw, pavement saw, chainsaw, air compressor, push mower, zero-turn mower, string grass trimmer, brush chipper, leaf blower.
  • Operates pickup truck, dump truck, zero-turn mower, or similar equipment and vehicles.
  • Performs preventative maintenance and makes minor repairs to appliances, plumbing and electrical fixtures, assists in the maintenance, repair and/or replacement of doors, windows, ceilings, floors, walls, plumbing, heating, ventilation, and electrical fixtures and the like.
  • Prepares the plumbing of public restrooms and drinking fountains for seasonal use, and winterizes the same before freezing weather.
  • Paints machinery, buildings, and walls.
  • Monitors the condition of playground equipment and other park facilities, reports condition problems to the village administrator, and performs routine maintenance.
  • Sets up and takes down tables, chairs and other equipment for meetings and events.
  • Performs rough carpentry, assists with installing paneling, drywall, cabinets, flooring, framing, and shelving in village buildings and facilities.
  • Cleans and sanitizes restrooms and shelters, cleans and dusts furniture, mops and polishes floors, vacuums carpet, moves furniture, cleans and repairs equipment, changes furnace filters, unclogs toilets, cleans and unplugs drains, washes windows, replaces lightbulbs.
  • Follows Village’s fiscal procedures for acquisition of equipment, materials and supplies.
  • Attends trainings, seminars and workshops.
  • Responds to emergency call-ins as needed. Provides and fulfills stand-by staffing needs responding to after-hours call-ins.
  • Cooperates with other work units and employees of the Village organization to accomplish tasks and projects.
  • Demonstrates a cooperative, service-oriented attitude toward members of the public. Answers inquiries and handles complaints from the public.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly with others to provide quality seamless customer service.
  • Performs daily and weekly safety and maintenance inspections and tasks of Village vehicles and maintains logs of these activities. Keeps the interiors and exteriors of Village vehicles clean.
  • Keeps the shop/garage clean and organized.
  • Keeps Village-owned tools, equipment and supplies properly stored and organized.
  • Assists the Village Administrator with identifying potential projects and equipment needs for the annual budgeting process.
  • Assists the Village Administrator with planning the execution of projects (i.e. scope of work, scheduling, budget, public outreach, etc.).
  • Reflects a positive image of the Village of Galena at all times.
  • Performs other duties as assigned by the Village Administrator.

JOB SETTING:

The duties of this position will be performed indoors and outdoors. The incumbent may encounter any type of environmental conditions: hot, cold, damp, wet, humid, dry, noisy, greasy, odorous, dusty, muddy, sudden temperature changes, etc. Work can include heights and confined spaces. The incumbent will be expected to work alone, around others, on a team, under stress, under minimal supervision, under scrutiny of the public, and under deadlines.

MINIMUM REQUIREMENTS:

Possession of high school diploma, or equivalent, and two years of experience in maintenance and construction work, or any equivalent combination of training and experience which provides the following knowledge, skills and abilities:

Knowledge of:

  • The principles, practices, equipment, tools and materials used in the maintenance of lands, buildings and facilities.
  • Basic literacy and math.
  • Safety practices in the operation of mechanical equipment.
  • Possession of Ohio Dept of Ag Commercial Pesticide Applicator’s License (preferred).

Skilled in:

  • Controlling operations of equipment and/or systems.
  • Performing routine and preventative maintenance and minor repairs on equipment and determining when and what kind of maintenance is needed.
  • Identifying alternative solutions or approaches to problems, and then using logic and reasoning to identify strengths and weaknesses of those alternatives.

Ability to:

  • Read and write letters and numbers in English.
  • Understand and follow oral and written instructions in the English language.
  • Ability to use and apply basic written and mathematic skills.

NECESSARY SPECIAL REQUIREMENTS:

  • Must be 18 years of age or older.
  • Possess and maintain a valid Ohio driver's license and have a good driving record.
  • Pass a pre-employment drug/alcohol screen and criminal background check.
  • Work evenings, weekends and holidays as needed.
  • Mandatory on-call response for emergency situations determined by the village administrator or designee.
  • Ability to meet the physical demands to successfully perform the functions of this position, under the range of environmental conditions as described and characterized above.
