The National Rural Water Association is a non-profit organization dedicated to training, supporting, and promoting the water and wastewater professionals that serve small and rural communities across the country. NRWA provides training and technical assistance through affiliated State Rural Water Associations that currently have over 31,000 utility system members nationwide. Rural Water training and technical assistance covers every aspect of operating, managing, and financing water and wastewater utilities.

The job responsibilities include but are not limited to providing on-site technical assistance to small, rural water utilities in all areas of operation, maintenance, management, compliance, potential compliance, health, and environmental issues.

Responsibilities and Duties

  • A Circuit Rider interprets, reviews, analyzes, and explains policies, rules, regulations, legislation, and laws related to rural and small water systems.
  • A Circuit Rider provides on-site technical assistance, including leak detection, CCR completion, rate studies, assistance with State and Federal mandate compliance, policy and procedure development, asset management, post-enforcement compliance planning, risk and resilience assessments, and emergency response planning.
  • They consult with staff and others in government, business, and other organizations to discuss issues, coordinate activities, and resolve problems for rural and small water systems (under 10,000 population).
  • They initiate and review findings of investigations, surveys, and studies to compare and evaluate possible courses of action and formulate policies and techniques that can be used to recommend improvements for management policies or operations of rural and small water systems.

Qualifications and Skills

  • Water Distribution License; Water treatment license a plus
  • At least five years’ experience in the water utility industry.
  • Valid US Driver’s License
  • Outstanding communication skills, both written and verbal.
  • Excellent organizational and time management skills.
  • Demonstrated competency in MS Office 365 and proven ability to use digital tools to work with nationwide staff
  • Reliable vehicle and willingness to travel extensively state-wide.
