The National Rural Water Association is a non-profit organization dedicated to training, supporting, and promoting the water and wastewater professionals that serve small and rural communities across the country. NRWA provides training and technical assistance through affiliated State Rural Water Associations that currently have over 31,000 utility system members nationwide. Rural Water training and technical assistance covers every aspect of operating, managing, and financing water and wastewater utilities.

The Source Water Protection Specialist is an important role at NRWA that has a tangible impact on rural and small communities by championing the protection of a community’s most important resource – its water. The Source Water Protection Specialist does this by providing hands-on guidance and technical assistance in the formation and implementation of source water protection plans.

Responsibilities and Duties

  • Develop and implement a plan to address the state-specific source water protection needs of rural and small community water systems in the state, and provide assistance and support in implementing source water protection plans.
  • Facilitates and mediates planning meetings between various cross-jurisdictional entities, provides assistance and support in source water protection planning, and supports source water protection planning.
  • Responds to inquiries from facilities, consumers, governmental agencies, and others regarding technical matters and act as a liaison to create better coordination, communication, and collaboration between rural and small community multi-jurisdictional entities and local, county, state, and federal agencies.
  • Writes reports and develops informational articles for dissemination and Completes and submits the required reporting as scheduled and attend NRWA trainings.

Qualifications and Skills

  • Multi-year experience or educational background in the water industry and local or county government in a compatible area to source water protection or land use planning.
  • Technical knowledge of surface water, groundwater, and the public water supply.
  • Willingness to travel extensively and provide presentations at evening meetings.
  • Excellent communication and presentation skills.
  • Ability to facilitate and mediate meetings toward consensus
