Office Assistant - Housing Choice Voucher

Housing & Redevelopment Authority of Worthington, MN

Preferred Qualifications of Education and Experience

Associate's degree from an accredited college in human services or a business field. Accounting experience and ability is preferred.

OR

A combination of education and experience equivalent to three (3) years of experience in a similar position as listed in the work functions.

Nature of Work

Under supervision, assists in managing tenant files, performs day-to-day coordination and quality control of eligibility, inspections, new leases, annual re-certifications and program terminations in accordance with Agency policy and in compliance with funding regulations. Coordinates with HCV Specialist to develop procedures that better the overall functions of the HCV program. Applicants should be willing take time and opportunities to better themselves as an employee of the HRA.

Examples of Work

Helps to manage an active caseload of clients receiving rental assistance benefits, reviews applications to determine eligibility, conducts initial lease up, annual re-examinations, portability and interim rent changes following HRA policies and program regulations

Coordinates rental inspections, communicates results to tenants and landlords, and schedules follow up's to re-inspect and address violations as necessary

Relays information to tenants and landlords regarding Housing Assistance Payment contracts

Serves as initial contact with program participants, rental unit owners, managers and landlords. Provides explanations regarding housing programs and regulations, policies and procedures. Responds to telephone and in-person inquiries. Troubleshoots/resolves conflicts with payments, clients and files

Maintains client files and records with accuracy ensuring all documentation and information is complete and correct

Performs other office duties as assigned

Knowledge Preferred

Knowledge of state and federal housing programs

Knowledge of office procedures and practices

Knowledge of laws and regulations pertaining to landlord/tenant relations

Knowledge of eligibility requirements for state and federal program funding

Skills and Abilities Required

Skill in performing and providing customer service

Skill in critical thinking and problem solving

Skill in the use computers, technology and unique software

Ability to maintain accurate and systematic records

Ability to work with a varied client base including special populations, clients with special needs and persons of diverse ethnic and economic backgrounds

Ability to establish and maintain effective working relationships with other employees and the public

Ability to perform complex tasks and handle routine decisions in accordance with policy

Ability to learn and adapt in a changing environment
