This is a unique opportunity wherein the person we are looking for will take part in the creation of the procurement and contracts process from scratch. At this point, we have a new plant that is still in the process of being built. We expect start up to occur around the middle months of 2023. So, we are looking for an experienced petrochemical plant Procurement Coordinator to play a role in the development/facilitation/management of the total life cycle of procurement and contracts.

The Procurement Coordinator reports to the site manager and is primarily responsible for ensuring that the company has met all financial, legal, and technical policies and procedures required to procure needed services, equipment, materials, contracts, RFQ’s, and proposals as needed. This is accomplished through leading, sourcing, contracting, supplier performance management, supply market analysis, and/or other strategic procurement activities (core procurement activities). The Procurement Coordinator has a high level of experience, functional expertise, and is the key representative of the team to the plant for these core procurement activities.

PRINCIPAL RESPONSIBILITIES:

  • Initiate the contract process per business unit request and in adherence with plant and company policies.
  • Negotiate terms, conditions, and rates with contractors.
  • Assist Site Manager in the development and execution of competitive sourcing events, evaluate proposals, and make award recommendations to the business units.
  • Coordinate and execute sourcing and contracting of complex services, products, technical equipment, and materials to support the plant.
  • Track and maintain new and existing contracts to ensure timely inception, extension, renewal, and/or termination.
  • Lead the development of contractor use criteria or project scopes.
  • Work with Corporate Legal to obtain required legal approvals for various types of contracting activities.
  • Create and maintain contracts in eMaint.
  • Serve as the contact between business units and contractors for contractual compliance and dispute resolution.
  • Facilitate the internal PO approval and issue for purchase process including data collection for KPI’s.
  • Facilitate, manage, troubleshoot, and liaise with vendors and all PO recipients to always close gaps.
  • Assist Controls Manager to review, analyze, and maintain contractor rates and other relevant information.
  • Assist in the development and implementation of procurement strategies, policies, and procedures to achieve business goals.
  • Assist in the development and implementation of strategic goals in conjunction with the Site Manager for the sourcing and purchasing of general services, supplies, equipment, and materials.
  • Monitor and analyze supplier performance using internal feedback and maintain supplier scorecards as well as performing vendor data input into eMaint.
  • Provide guidance and training on contract policies to plant personnel.
  • Benchmark externally and participate in industry groups and functions to better understand how others are applying sourcing and purchasing programs to improve business results.
  • Lead and participate in cost savings programs and process improvement projects and activities.
  • Develop and elevate team sourcing and purchasing knowledge and capability.
  • Provide forward looking recommendations on supplier trends and guidance based on scorecards, research, and partnership with internal and external customers.
  • Continuously develop new sources of supply and maintain the Approved Subcontractors and Vendor List, evaluating supplier performance for pre-qualification.
  • Lead the maintenance of ISNetworld contractor requirements for the facility.
  • Create and distribute weekly or ad hoc reports.
  • Coordinate with other company and/or owner sites to ensure alignment with shared vendors.

JOB QUALIFICATIONS:

  • Bachelor’s Degree preferred however not required in lieu of provable experience.
  • 5+ years’ experience in procurement or supply chain required, including the ability to negotiate favorable commercial terms and conditions.
  • 5+ years’ experience in writing/negotiating contracts preferred including a strong understanding of legal terms and conditions.
  • Effective in a CMMS, willingness to learn eMaint as this is our sole electronic asset management tool. Knowledge of the Microsoft Office Suite (Outlook, Word, and Excel and SharePoint).
  • Ability to communicate clearly at all levels of the organization as well as with suppliers.
  • Negotiation skills and experience.
  • Strong analytical and problem-solving skills.
  • Understanding of Supply Chain Management.
  • Experience with a Materials Management module.
  • Experience with additional CMMS modules.
  • Knowledge of accounting and budgeting process controls as it relates to procurement.

Job Type: Full-time

Pay: $80,000.00 - $110,000.00 per year
