Program Analyst / Desk Officer

Innovative Technologies Corporation is currently seeking a Program Analyst / Desk Officer in support of a major US Air Force multi-national communications program headquartered in Fairfax, VA. The position is primarily located at MacDill AFB, Tampa, FL. The candidate is expected to be onsite 4-5 days per week and will split time between offices at CENTCOM and SOCOM.

This position requires TS-Eligibility at the time of hiring, SCI will be required.

Education and Experience:

  • Master's or Bachelor's Degree in management, intelligence or intelligence management, international relations, political science, history, strategic communications, information systems, computer science, organizational design, system design, operations research, acquisitions, or any related technical or non-technical field
  • At least ten (10) years of experience providing military-activity support within a COCOM HQ, sub-agency, or Component organization or multinational organizations such as NATO, USFK, or similar
  • Action Officer/Staff Officer (or similar) experience with any DoD component

Requirements (language should be reflected in submitted resume):

  • Senior-level experience with CENTCOM or a CENTCOM Component (AFCENT, NAVCENT, ARCENT), SOCOM, JSOC or applicable Joint experience; experience with Joint Staff/Bilateral/Multinational HQ a plus
  • Experience developing and staffing technical and non-technical requirements, documents, memoranda
  • Strong communications skills with a wide range of customers across a range of experience, skills, and knowledge level
  • Experience in program management skillsets including reporting, status updates, schedules, business analysis, and DoD reporting
  • Expertise in oral and written English communications skills, including developing/updating/maintaining procedures and writing white papers/reports/briefings/minutes; advanced skills in the Microsoft Office environment is essential (Word, PowerPoint, Excel, Teams, SharePoint)

Desired Skills:

  • Previously worked with SAF/CDM, or other Program Executive Office
  • Experience with defense systems acquisition and life cycle management highly preferred
  • Experience developing and executing Memorandums of Understanding/Agreements (MOUs/MOAs) and Support Agreements
  • Experience in working with DoD or Services Program Executive Offices (PEO)
  • Experience with any of the following: FVEY systems, JIE, BICES, Federated Mission Networking (FMN), Joint All-Domain Command and Control (JADC2), and/or Secret and Below Releasable (SABRE) networks
  • Overseas deployment experience or experience actively supporting coalition/bilateral military information sharing efforts in Theater

Responsibilities

This “hands on” Systems Engineering and Technical Assistance (SETA)* position works alongside a customer Liaison Officer (LNO) assigned to either Military Services or Combatant Commands to support the planning, delivery, and long-term sustainment of secure communications capabilities connecting elements of the Department of Defense and other US government agencies with Allied and Coalition Partner Nations.

Assigned tasks will range across the functional domains of policy, requirements, Planning, Programing, Budgeting and Execution (PPBE), functional support across the range of military operations. Tasks also include monitoring operations and sustainment of fielded and emerging coalition information sharing capabilities within Mission Partner Environment (MPE) portfolio and participation in Combatant Command (CCMD) and Service Component exercises, demonstrations, and enhancements that include secure information sharing concepts and capabilities. Tasks also include providing technical support in established and emerging Enterprise constructs such as the US Battlefield Information Collection and Exploitation System (US BICES), the US BICES-Extended (US BICES-X) Enterprise, Five Eyes (FVEY) sharing capabilities, the Defense Intelligence Information Enterprise (DI2E), the Joint Information Environment (JIE), and the global Mission Partner Environment (MPE).

As required, the Program Analyst / Desk Officer will support the drafting, coordination, and execution of organizational Memorandums of Understanding / Memorandums of Agreement (MOUs/MOAs) and Support Agreements between the customer organization and supported Military Service or Combatant Command (IAW DoDI 4000.19).

*SETAs: We set high standards and expectations for our SETAs. We expect SETAs to maintain independent thinking and action with little to no government or senior contractor oversight or direction, a strong work ethic to seek out and remedy shortfalls and gaps, have a willingness to serve to further the mission; to self-task, prioritize, and complete assigned work within a timely manner with executive-level deliverables, provide assistance to others as needed; and, to be in regular communications across multiple platforms with team members, co-workers, government counterparts, and Mission Partners regarding status, upcoming milestones, issues/blockers, and remedying solutions in an environment where authorities and priorities are not always clear, or can be conflicting. SETAs often do the unglamorous, behind-the-scenes work, but ensure the mission is planned, executed, and delivered.

Attention to detail is crucial, as well as administrative and project management skills; minimal supervision should be expected, and initiative is rewarded. 10-15% travel may be required.

Salary: $135,000 - $159,000.00 based on experience, plus medical/dental/vision benefits, 15 days PTO and 7 days sick time; other benefits available.
