NEI’s mission is to reduce and prevent protein-energy malnutrition and related illnesses in Afghanistan, especially among women and children, by establishing a self-sustainable soybean value chain.

NEI’s self-sustainable four-pillar strategy expands soy nutrition to reduce food insecurity and chronic malnutrition in Afghanistan through:

  • Soybean seed multiplication and certification
  • Soybean cultivation with farmers especially in high mortality areas
  • Soy processing industry development to support humanitarian feeding programs
  • Soybean market and food culture generation for women’s empowerment

Each of these pillars work collectively to create full soy value chain that is sustainable in the long-term, without outside support or supervision.

NEI is a non-profit organization that implements programs using a corporate mindset, in a fast paced working environment. NEI collaborates with many Afghan ministries and international food security organizations to provide nutrition to malnourished people.

Position Description

Seeking qualified and strategic management for NEI HQ, responsible for ensuring that all in-country programs and operations are carried out effectively and efficiently in order to develop a self-sustainable soy industry in Afghanistan as a practical remedy to malnutrition.

The Program Manager provides operational support to NEI’s Director and department managers to complete deliverables on time and within budget and manage reporting to donors and stakeholders.

The Program Manager will be responsible for overseeing implementation of NEI’s soy value chain development activities. The successful candidate must have proven experience in managing multiple projects and/or departments simultaneously. Preference will be given to candidates with experience in grant projects, the ability to develop, monitor, and strategically manage program budgets, follow award compliance, and ensure indicators are being met and reported.

They will improve management systems and be responsible for knowledge management including developing best practices and verifying and organizing NEI data, and updating data sets. This position requires strong communication and writing skills. Preference also given to candidates with value chain experience in the private sector and skills including finalizing reports in Word and budget/expense analysis in Excel, and creating Powerpoint presentations.

Job Responsibilities:

  • Support Director with managing daily activities of major development programs on-going in Afghanistan including:
  • Self-sustainable soy value chain development
  • Youth Development in insecure districts of Afghanistan
  • Women’s empowerment for improving rural family livelihoods
  • General assistance to the president as directed
  • Special Projects

The successful candidate will assist the DPO to accomplish the aforementioned program goals with:

  • Daily communications with Afghan staff to generate reports for mangers and stakeholders, and supporting DPO in managing all programs and operations
  • Support Director in programmatic oversight of NEI’s grant and business portfolio in Afghanistan.
  • Coordinate and implement NEI’s plans, working closely with Program Department Managers in Food Technology, Agriculture, Soy Food Culture Development, Youth Development, and Poultry
  • Gather accurate information about NEI’s main pillars of activities * Financial analysis, approving and setting bimonthly activities and budgets
  • Monitoring and evaluating programs, including reviewing and cleaning data and making sure indicators are met
  • Research, develop, conduct, or coordinate needs assessments and other surveys as needed * Planning and writing proposals and reports
  • Other job duties include but are not limited to the following:
  • Assisting development by providing program-related content, for example social media posts and the quarterly news letter
  • Business writing and editing
  • Grant writing support
  • At times, present material internally or to NEI stakeholders and the public
  • Traveling domestically and internationally up to 20%, including travel to Afghanistan

Skills required:

  • Proven project/program management experience: program design, budget, monitoring & evaluation, logframes (implementation done by NEI Afghanistan)
  • Proven Microsoft Office proficiency (Excel, Word, PowerPoint)
  • Data entry and analysis, including working with large data sets
  • Strong oral/written communication ability; many communications are with individuals whose first language is not English
  • Proposal and technical report writing
  • Experience developing and overseeing M & E processes
  • Detail-oriented and highly focused
  • Proven problem solving skills
  • Ability to work well independently and in a team
  • Willingness to take direction, flexible, high ethical standards
  • Comfortable working odd hours

Qualifications preferred:

  • 3+ years related experience in program or project management
  • Emphasis on technical skills, does not require international development or NGO experience
  • Bachelor’s or Master’s degree in related field
  • Desire to pursue a long-term career in international development
