The Arvin-Edison Water Storage District is currently managing a capital projects budget of approximately $30 million, with anticipated investments of $50 million to $100 million over the next decade for new capital and capital improvement projects. We're seeking a Project Manager to help lead the charge in shaping and executing these transformative initiatives.

As the Project Manager, you’ll play a key role in advancing the District’s infrastructure goals, ensuring that projects are completed on time, within scope, and on budget, all while maintaining a strong focus on quality, safety, and compliance.

Job Summary

Under Management direction, the Project Manager plans, organizes, directs, and coordinates New Capital and Capital Improvement Projects related to the operations and maintenance within the organization (water and power/energy). This role requires an individual who is detail-oriented, proactive, and capable of managing multiple tasks while ensuring projects are completed on time, within the scope, and according to established standards.

Essential Job Functions

  • Develop project plans, timelines, and budgets in alignment with organizational objectives, ensuring all specialized projects are properly executed.
  • Coordinate and communicate with various District departments to ensure smooth project execution, addressing any resource or operational needs that arise.
  • Oversee the allocation and management of resources ensuring that each assigned project as the necessary personnel, materials, and equipment to achieve the project goals.
  • Track the progress of projects and provide regular updates and reports to upper Management regarding milestones, challenges, and potential risks.
  • Present to the Board of Directors as needed to update the Board on assigned projects and/or present details for approval for upcoming projects.
  • Assist in the creation and management of project budgets, ensuring projects are completed within allocated financial resources.
  • Ensure all projects adhere to District policies, safety regulations, and industry standards.
  • Maintain accurate project documentation, including contracts, bids, specifications, reports, and other relevant records for reference.
  • Performs related duties as assigned.

Qualifications

Education: Bachelor of Science degree in Construction Management or Project Management or a related field from an accredited college or university is required. Any combination of education and experience that would likely provide the necessary knowledge and abilities is qualifying. Preferable experience includes construction management, project management, O&M of major irrigation and power/energy facilities with management capacity.

Experience: Broad and extensive work experience in performing maintenance, construction, and operations work for a work district, wastewater treatment agency, or other public agency with at least five (5) years in a management or supervisory capacity.

Pre-Employment Requirements: Must possess a valid California Driver’s License and maintain an acceptable driving record; must pass a pre-employment drug test, background check, and functional capacity exam.

Skills and Knowledge:

  • Principles of project management skills with budget development and expenditure control.
  • Principles of supervision, training, and management of employees and contractors.
  • Principles of canal distribution facilities including concrete structures.
  • Principles of vertical and horizontal pumps, motors, piping, and welding.
  • Principles of PLCs, SCADA, and radios including the methods and practices used in SCADA/radio communications; control equipment installation, maintenance, and repair.
  • Principles of electrical distribution, transformers, and motor control centers.
  • Principles of pipeline failures and repairs.
  • Rules, regulations, and codes applicable to District O&M functions,
  • District policies, rules, regulations, and procedures.

Physical Demands

Must be able to carry, push, pull, reach, and lift equipment and parts weighing up to 50 pounds. Stoops, kneels, crouches, crawls, and climbs during field maintenance and repair work. Works in an environment with exposure to dust, dirt, rain/flood, and significant temperature changes between cold and hot. Communicates orally with District staff in face-to-face and one-to-one settings. Regularly uses a telephone and email for communication. Uses office equipment such as computer terminals, copiers, laminator, and FAX machines. Stands and walk for extended periods of time. Hearing and vision within normal ranges with or without correction.

This position my require occasional travel to different facilities and project sites and may need to attend out of town workshops and seminars as applicable.

Working Conditions

Wages: Exempt position, salary set by the Board of Directors based on experience and/or education.

Hours: 80 hours per two-week pay period; flexibility depending on workload demands.

Computer and cell phone provided; District vehicle provided to and from work.
