Duties Summary
The Hawaii Housing Finance and Development Corporation (HHFDC) is responsible for the financing and development of affordable housing in the State of Hawaii pursuant to Chapter 201H, Hawaii Revised Statutes. The HHFDC is administratively attached to the Department of Business, Economic Development and Tourism (DBEDT), State of Hawaii.
The Development Branch (DB) provides overall administration for development, construction, administration, and technical assistance to increase affordable housing for low- and moderate-income households, elderly, and special needs groups. It provides development tools and financing assistance, project management/coordination services, architectural and engineering review, to eligible developers for the development, modernization, capital improvement, and repair and maintenance of new and existing facilities.
The Project Manager III is responsible to guide a group of projects as well as develop, manage, implement, administer, and coordinate the planning, design, construction, and financing of various development projects to include but not limited to: Maui recovery programs, Mahelona Hospital mixed-use development area, and new leasehold condominium projects.
Qualification Requirements
Knowledge:
In-depth knowledge of the development and construction industries including due diligence best practices, the design development process, residential development and infrastructure master planning; principles and practices of project management and supervision, general economic trends, prevailing land values and building costs; federal, state, and county laws, rules, codes and regulations pertaining to infrastructure design, residential land planning and development, land use, environmental compliance, accessibility requirements, and state procurement laws.
Skills/Abilities:
Demonstrated leadership and the ability to effectively collaborate with a diverse array of people including agency staff, designers, contractors, and the general public; demonstrated verbal, written, and interpersonal communication skills; problem solving and decision-making skills. Strong planning, organizational, and time-management skills, and the ability to prioritize tasks. Ability to prepare project budgets, forecast cashflows, and prepare and manage project schedules; identify and manage risks to project budgets and schedules.
Education:
A bachelor's degree from an accredited four-year college or university with major in infrastructure or housing development field (e.g., engineering, architecture, planning, business administration, economics, finance, accounting, real estate, or construction management.)
Experience:
Eight (8) years of project management experience for large-scale infrastructure, housing, commercial, or public projects. The experience must demonstrate the applicant’s ability to independently guide complex projects through the planning, design, permitting, and construction processes.
Required Licenses, Certificates, etc.:
A valid State of Hawaii driver’s license is required. Other professional licenses or certificates (law, planning, architectural, engineering, real estate, etc.) preferred.
Substitutions Allowed:
A bachelor's degree from an accredited four-year college or university with degree and major in any field with ten (10) or more years of progressively responsible professional experience in the infrastructure and/or housing development field, such as project management or coordination; construction management; or construction superintendence; may be substituted for the education and experience cited above.
Alternatively, fifteen (15) years of progressively responsible professional experience, ten (10) of which must be in land development experience may be substituted for the education and experience cited above.
Substitutions are subject to review and consideration by the HHFDC Executive Director.
