Position Summary:
The Property Lister/Reviewer work involves following established guidelines in the gathering of data for real property in Madison County. This includes, but is not limited to, physical inspection of properties, interviews with property owners and contractors, measuring and sketching numerous types of structures, determining certain property characteristics, taking photographs of properties and compiling the data in an organized, legible manner.
Essential Job Functions:
- Perform routine assignments independently and initiate judgement as experience is gained.
- Collection of specific data relating to new and existing construction, remodeling, additions, alterations, and removal of existing structures.
- Data collection including measurements, sketches, floor plans, age determination, site plans, photography of improvements, interviews/questions with owners, builders, tenants, physical condition, quality, and function obsolescence.
- Complete the listing worksheet to be used as a permanent record in the office file.
- Perform sale verification reviews on all property types as assigned. This may be conducted on-site, over-the-phone, or via written questionnaire.
- Respond to taxpayer inquiries and assist the public in general.
- Physical review of all building permits to record pertinent information, verification of agricultural land use.
- Inspection of rural structures, agricultural production facilities and livestock operations.
- Answer office telephone, providing general information and response to questions according to departmental policies.
- All other duties as assigned.
Preferred Talents:
- Knowledge of the principles, methods, practices, and techniques of real property assessment and of construction.
- Familiarity with legal descriptions; ability to locate parcels by legal description, and by using the rural plat book.
- Ability to work independently, prioritize work, meet deadlines, and make decisions based on established policies and practices.
- Knowledge of modern office practices and procedures.
- Ability to understand and follow oral and written communication.
- Ability to effectively communicate both orally and in writing.
- Ability to establish and maintain effective working relationships with coworkers, public officials, County and State Departments and a diverse general public.
- Ability to organize and prioritize tasks and respond as necessary.
- Ability to operate a personal computer or tablet device.
- Ability to accurately read and utilize a tape measure and rolling wheel measurer.
- Ability to display proper etiquette when answering the phone, assisting the public, and interacting with coworkers and supervisors.
- Ability to meet tight scheduling deadlines and adapt to ever-changing statutes and regulations regarding specific duties.
- Ability to complete projects in a timely manner with a high degree of accuracy.
- Ability to maintain confidentiality on private documents and transactions.
Qualifications:
- High school diploma or equivalent.
- Experience in or basic knowledge of construction principles, practices, methods, and techniques. Any equivalent combination of training and experience that provides the desired knowledge, ability, and skill.
- Post secondary coursework or diploma with emphasis in construction, real estate, or related field, preferred.
- Experience in performing real estate appraisals, preferred.
- Previous experience doing this type of work in another jurisdiction, preferred.
- Previous experience as an insurance adjuster, preferred.
- Valid driver’s license.
Physical Requirements:
This position requires that the individual possess the ability to lift boxes full of files (paper) of approximately 50 pounds. These boxes must be carried from the office to the vehicle and from the vehicle to the office. Additionally, if working in the office organizing files, this requires carrying these loaded boxes up and down ladders to properly identify and store/retrieve files in the appropriate location.
This position must be able to occasionally climbs, stoops, kneels, balances, reaches, crawls, and crouches while performing duties.
Working Environment:
Work is performed outdoors in all weather conditions. Exposure to inclement weather, rough terrain, construction sites, industrial noise, livestock and pets are common. Weather extremes include hot, humid summer days, cold, wet, and windy winter conditions. Winter conditions often include snow and ice. Conditions may be slippery due to wet surfaces, snow, ice, mud or loose gravel, sand, and dirt. Noise level in the work environment is usually moderate to noisy.
