Job Title: Public Works Superintendent Department: Public Works
Reports to: Safety Service Director Division: Service
Bargaining Unit: N/A FLSA Status: Exempt
Employment Status: Full-time 7:30a-3:30p Perm/Temp/Seasonal: Permanent

Job Summary: Plans, organizes and coordinates the Public Works Department in the maintenance, construction and repair of streets, water distribution and sanitary and storm sewer collection systems, motorized equipment, public buildings, and landscaped areas. Position requires management of work crew during regular maintenance and emergency repairs. Should be knowledgeable about all positions within the public works group.


  • Coordinates and supervises Public Works personnel, including all aspects thereof such as hiring, training, motivating, evaluating, disciplining, etc.
  • Serves as the safety program administrator for the Public Works Department. Responsibilities include program development, inspections, training, documenting necessary improvements, and completing modifications to ensure that City facilities, equipment, and tools are safe and in compliance with regulations.
  • Ensures public works division personnel are knowledgeable and skilled in work methods, equipment operation, and other job tasks by developing and implanting procedures.
  • Generates a monthly performance report detailing division workload and work activities.
  • Responsible for the preparation of the annual budget and maintains actual expenditures with allocated limits.
  • Appears before City Council to present and discuss Public Works Division matters if needed.
  • Works closely with GIS staff to develop and maintain GIS mapping of Public Works.
  • Interacts with contractors and suppliers.
  • Resolves employee complaints and work problems. Handles personnel issues within the public works division. Disciplines employees consistent with Ohio Civil Service or labor contract requirements. Approves sick leave, vacation, and overtime requests.
  • Handles difficult situations or critical complaints from the public – identify problems and appropriate action needed.
  • Establishes priorities to meet deadlines.
  • All other duties as assigned by Supervisor.

Equipment Operated: Standard office equipment: word, excel, outlook, and other industry related software, such as ArcGIS.

Working Conditions: Normal good working conditions. Occasional exposure to adverse weather conditions– dirt, dust, cold, heat, and other unpleasant conditions.

Education/Experience: High school diploma or the equivalent and five years of full-time supervisory experience in maintenance, repair and construction of Public Works facilities OR formal public works and supervisory training, including certificates and college degrees are highly desirable.

Physical Requirements: Requires extended periods of climbing, standing, walking; use hands and fingers to handle, feel or operate objects, tools or controls; and reach with hands and arms. The employee is occasionally required to sit, climb, balance, stoop, kneel, crouch, crawl, talk, hear and smell. The employee must occasionally lift and/or move objects up to 100 pounds.

Work Schedule: Typically, 7:30am – 3:30pm – 40 hours per week; may be required to work other shift times, weekends, holidays or overtime to accommodate the needs of the city/department. May be required to work continuously, for long hours, in emergency situations.
