Job Description Summary:
This position oversees the operations and functions of various environmental aspects of the transmission/substation construction projects across the western United States. They oversee environmental compliance, establish regional environmental policies and procedures, supervise environmental staff, lead proposal and business development efforts, foster partnerships with both MasTec subsidiaries and external entities, etc.
Essential Duties and Responsibilities:
- Ensure environmental compliance on all transmission line and substation construction projects.
- Lead project teams and serves as senior advisor to environmental managers.
- Develop environmental management plans to ensure compliance with owner and agency requirements.
- Collaborate with project owner, project management, and government agencies to ensure comprehensive environmental compliance across all phases of construction.
- Direct/prepare complex analyses and reports on key environmental issues.
- Direct/prepare periodic project audits to ensure compliance with company’s environmental management plans.
- Identify and mitigate potential environmental risks to project execution.
- Maintain excellent communications with the owner’s environmental team, internal company project managers, and government agencies.
- Manage environmental planning, permitting, and pre-construction scopes of work for individual construction projects and master service agreements.
- Coordinate project needs, environmental requirements, and budgets with environmental staff.
- Review EEG field staff reports, provide project update reports, and projects audits.
- Develop and implement a regional environmental compliance program, procedures, and policies, along with an environmental management tracking system.
- Establish team goals and objectives aligned with the company’s strategic direction and ensures adherence to company policies.
- Leads business development efforts, focusing on internal opportunities with MasTec subsidiary companies.
Skills & Abilities:
- Environmental Regulations – thorough understanding of federal, state, and local environmental regulations, including best management practices.
- Project Management – proficiency in estimating, budgeting, forecasting, scheduling, resource allocation, and risk management.
- Technical Competence – advanced understanding of erosion and sediment control, wildlife biology and natural resources, restoration, and field data collection and reporting technologies. Solid understanding of field construction practices.
- Communication - Excellent verbal and communication skills with diverse groups, including project owners, government agencies, estimators and schedulers, and construction management.
- Leadership – lead and motivate a team of environmental specialists; demonstrate high emotional intelligence; attract, develop, and empower team members.
- Problem-Solving - identify environmental risks and develop innovate solutions to effectively minimize negative impacts.
- Business Development - Identify and pursue business opportunities for environmental consulting services, including expanding client relationships, securing new projects, and promoting the company's expertise and capabilities.
Education and/ or Work Experience:
- B.S, or M.S. degree in related field (Natural Resources, Environmental Science, Wildlife Biology, etc.)
- 8+ years of experience; strong background with environmental compliance, planning, and permitting throughout the Western United States
Must have meaningful experience:
- Working with federal, state, and local agencies
- Reviewing large request for proposal (RFP) and developing bids and cost estimates for transmission line or other large infrastructure.
- Storm Water Pollution Prevention Plan (SWPPP) development and compliance plans.
- Business development.
- GIS and field data collection.
- Leading teams of environmental staff.
- Environmental consulting experience is a plus.
