Regional Property Manager
Join a growing company that supports and strengthens the affordable housing communities across New England. Providing professional real estate management services to a portfolio of affordable residential properties since 1976. Since then, we have grown to a portfolio of over 80 affordable housing projects, responsible for managing services in Maine, New Hampshire, Massachusetts, New York, and Vermont, totaling over 2,000 units.
JOB SUMMARY
Manage and oversee a diverse portfolio of affordable housing properties. The portfolio is comprised of properties financing with diverse funding that may include Low-Income Housing Credits (LIHTC), USDA, HUD, Project Based Section 8, and other affordable income restricted financing. Ensure that all properties operate at acceptable performance levels.
ESSENTIAL FUNCTIONS
- Supervise, train, and oversee staff that may include Office Personnel, Site Managers, Resident Service Coordinators, Custodians and Maintenance Technicians.
- Provide direction and supervision of day-to-day property management with oversight responsibility for management of the properties in the geographic region.
- Market and rent apartments by taking all steps required to achieve full occupancy of apartments consistent within the constraints of the budget
- Periodically walk properties to avoid unforeseen catastrophes. Assess for needs, schedule, and coordinate work
- Conduct periodic staff meetings
- Conduct rejected applicant appeal hearings
- Establish property goals and monitor property performance
- Maintain strong resident relations and address resident related concerns/issues
- Implement resident recruitment ideas, advertising, and other related marketing efforts
- Prepare annual budgets, including determining rent levels, utility allowances, for each property with input from site personnel, and assistance from the Accounting Manager, Director of Operations and CEO
- Review annual financial audit, monthly financial statements, and reports on variances to CEO, Owners and Boards
- Manage the collection of delinquent rent, including termination notices and attending court hearings
- Ensure all eligible expenses are reimbursed from replacement reserve accounts
- Solicit bids, negotiate, draft and/or review and approve all maintenance and other contracts related to Property Management and ensure they are in compliance with regulatory agency guidelines
- Manage the selection of contractors and vendors
- Participate in preparation for Regulatory Agencies and Investor reviews as needed
- Approves invoices and select invoices for payment in a timely manner
- Inspect each property at least annually for safety, maintenance, and physical conditions
- Participate in Regulatory Agency and Investor inspections
- Respond to emergencies and assist with insurance claims
- Review and process all reasonable accommodation requests in accordance with Company policy
- Develop and maintain a thorough understanding of assigned properties and Realty Resources Management policies and procedures
- Develop understanding of and adhere to all relative landlord/ tenant laws and regulatory agency rules and regulations including financial documents, leases agreements, contracts, etc.
- Oversee transition and setting-up of newly constructed or acquired developments
- Maintain resident confidentiality
- Completes training programs as required by company, federal and state guidelines as needed
- Other duties as assigned.
QUALIFICATIONS
Education/Experience: College Degree preferred. Correct English usage, grammar, spelling, punctuation, and arithmetic. Thorough experience in managing multi-family housing. Selecting, motivating and evaluating staff and providing training and professional development. Proficient in use of Microsoft Office products.
Knowledge: Knowledge of general accounting principles. Knowledge of principles and practices of effective employee supervision, including selection, training, evaluation, and discipline. Knowledge of Federal and State housing programs laws and regulations, including quality standards and eligibility requirements. Ability to plan, organize, assign, direct, review and evaluate the work of assigned staff. Ability to prepare clear, concise and complete reports and other written correspondence
Skill: Ability to travel and operate a motor vehicle. Ability to work independently and as part of a team. Ability in preparing contracts and monitoring budgets. Excellent analytical and negotiating skills. Ability to work with diverse ethnic and low-income families in a professional manner. Ability to deal tactfully with a variety of people under constantly changing circumstances using tact and diplomacy. Ability to handle emergency situations and pressure due to complexity and time sensitivity. Establish and maintain effective working relationships. Resolve conflicts in a precise and timely manner. Present ideas and recommendations in a clear, tactful and effective manner.

EMPLOYEE RESPONSIBILITY IN AN EMERGENCY
- Expected to respond to emergency situations involving the safety of residents and other employees.

Job Type: Full-time
Pay: $67,000.00 - $70,000.00 per year
