Position Summary The Regulation Specialist is responsible for ensuring organizational compliance with all applicable Virginia regulations, with a strong focus on DBHDS and DMAS requirements. This role oversees regulatory compliance related to HCBS services, Human Rights, mandated reporting, serious incident reporting, and investigations of abuse, neglect, and exploitation. The Regulation Specialist serves as the primary point of contact for audits, corrective action plans, and regulatory inquiries from DBHDS and other oversight entities. Key Responsibilities Regulatory Compliance

  • Maintain expert-level knowledge of Virginia regulations related to DBHDS and DMAS, including HCBS waiver requirements.
  • Ensure organizational policies, procedures, and practices align with DBHDS and DMAS standards.
  • Monitor regulatory updates and ensure timely implementation of changes.

Audits & Reviews

  • Serve as the lead responder for DBHDS audits, surveys, and reviews.
  • Prepare documentation, coordinate staff participation, and ensure audit readiness at all times.
  • Respond effectively and professionally to audit findings, citations, and follow-up requests.

Corrective Action Plans (CAPs)

  • Develop, implement, and monitor Corrective Action Plans (CAPs) in response to DBHDS findings.
  • Track CAP deadlines and ensure sustained compliance.
  • Provide written responses and supporting documentation to DBHDS as required.

Incident Management & Reporting

  • Oversee Serious Incident Reporting (SIR) in compliance with DBHDS requirements.
  • Ensure accurate and timely reporting through CHRIS and HSAG systems.
  • Review incidents for trends, root causes, and corrective actions.

Human Rights & Mandated Reporting

  • Ensure compliance with Human Rights regulations and protections.
  • Oversee mandated reporting requirements to appropriate authorities.
  • Collaborate with Human Rights Advocates and regulatory agencies as needed.

Investigations

  • Conduct or oversee investigations related to abuse, neglect, and exploitation.
  • Ensure investigations are timely, thorough, and compliant with DBHDS standards.
  • Prepare investigation summaries and submit required documentation.

Policy Development & Training

  • Write, revise, and maintain organizational policies and procedures in accordance with DBHDS and DMAS regulations.
  • Provide compliance-related training and guidance to leadership and staff.
  • Support quality improvement initiatives related to regulatory compliance.

Required Qualifications

  • Extensive knowledge of Virginia DBHDS and DMAS regulations.
  • Strong understanding of HCBS services and compliance requirements.
  • Demonstrated experience with:
  • Human Rights regulations
  • Mandated reporting
  • Serious Incident Reports (SIRs)
  • HSAG and CHRIS reporting systems
  • Investigations of abuse, neglect, and exploitation
  • Proven experience responding to DBHDS audits and surveys.
  • Experience developing and implementing Corrective Action Plans (CAPs).
  • Strong written and verbal communication skills.
  • High attention to detail and strong organizational skills.

Preferred Qualifications

  • Bachelor’s degree in Human Services, Social Work, Healthcare Administration, or a related field (or equivalent experience).
  • Previous experience working in licensed DBHDS provider organizations.
  • Quality assurance or compliance leadership experience.

Job Type: Full-time

Pay: $60,000.00 - $64,000.00 per year
