Position Summary
Nearly forty years ago, the Center for Oral Health (COH) was established as the Dental Health Foundation. Today, COH is a highly influential non-profit organization dedicated to improving oral health, particularly among vulnerable populations, through innovation, research, education, and advocacy. COH fulfills its mission by partnering with national, state, and local organizations to create and implement innovative community-based strategies that enhance oral health outcomes and achieve meaningful results.

Under the leadership of the Interim CEO, the Center for Oral Health is seeking a Research and Evaluation Manger to lead data-driven strategic decision-making and foster a data-centric culture within the organization. This role will focus on policy, research, and evaluation, including conducting statewide needs assessments, organizing stakeholder meetings and coalitions, and spearheading initiatives to strengthen organizational capacity.

The Research and Evaluation Manager will work closely with external partners, as well as COH’s senior management and staff, to advance the Center’s mission and vision.

Essential Duties and Responsibilities
- Manage the research and evaluation initiatives within COH.

- Oversee the development, implementation, and management of data collection tools (e.g., surveys, focus group protocols) and data systems, ensuring adherence to data accuracy, integrity, and security standards.

- Manage and analyze data using relevant software, support program management with database monitoring, troubleshooting, and validation.

- Prepare and deliver performance metrics and data insights to internal and external stakeholders, including program leaders, donors, and policymakers, utilizing clear and effective data visualization tools and dashboards.

- Develop, write, and disseminate comprehensive reports on research and evaluation findings, ensuring clarity, accuracy, and relevance for diverse audiences.

- Create and implement strategies for effectively disseminating research and evaluation results to maximize impact and engagement.

- Establish and enforce policies and procedures for internal and external data sharing and collaborate with program leaders to align initiatives with evidence-based practices and emerging needs.

- Identify and integrate digital innovations to enhance data utilization and storytelling and forge innovative partnerships to educate and inform stakeholders about COH’s activities and impact.

- Monitor and assess the research and evaluation needs and assets of COH to support strategic planning efforts.

- Assist the Interim CEO with development activities, including grant writing and organizing stakeholder meetings, to support organizational growth and funding opportunities.

- Engage with partner organizations, health practitioners, and external stakeholders to build and maintain relationships, and support the development of provider networks and partnerships.

Supervisory Responsibilities

Qualifications

Education and Training
Master's degree in a relevant field or extensive experience in public health and epidemiology. Strong background in research methodologies. Proficiency in public health and clinical research techniques. Ability to oversee data collection processes. Project management and compliance management skills.

Experience
A minimum of five (5) years of previous experience in research and evaluation, with at least 3 years in a leadership role. Experience in public health or community health highly preferred.

Other Skills and Qualifications
- Must have excellent organizational and interpersonal skills to manage the diverse tasks and interact with the varied constituencies involved in the programs.

- Strong ability to conduct literature reviews and manage databases.

- Experience leading research and evaluation projects, managing teams, and facilitating group processes and data-informed decision-making.

- Knowledge of Oral Health, policy, and Medicare/Medicaid.

- Proven ability to meet deadlines, prioritize work effectively, and communicate respectfully with all program staff, demonstrating cultural humility.

- Skilled in presenting to the public and engaging with community partners.

Language Skills
Ability to write reports and business correspondence. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

Computer Skills
Basic computer skills in Microsoft Office (Word, Excel, PowerPoint, Outlook and Access) for email, data access, budgeting, and reporting. Ability to navigate electronic dental health record/billing software.

Certificates, Licenses and Registrations
Valid California Driver License and Automobile Liability Insurance.

Other Requirements
Must complete and submit documentation of the DOJ Live Scan process (Department of Justice) to obtain clearance to work.

Travel Requirements
Must have reliable transportation and be available to travel as needed. Travel may be required on a local, regional, or national level for program implementation, program activities or attend conferences related to the programs.

Those physical movements and the degree of mobility normally associated with the practice of primary care dentistry will be performed on a repetitive basis. The ability to distinguish letters and symbols, as well as the ability to utilize telephones, computer terminals, and copiers is required.
