Full job description
Plans and coordinates the acquisition of easements and permits required for the installation and maintenance of overhead and underground FTTH, DSL and HFC systems and associated real estate location sites and provides coordination with and serves as a single point of contact for all other public and private utilities as necessary.
Essential Duties and Responsibilities include the following. Other duties may be assigned:
· Research titles, deeds, easements, property ownership and other land related documents and concerns
· Identifies landowners via appraisal records, titles and deeds
· Negotiates the acquisition of easements for the installation of FTTH, DSL, HFC and fiber transport facilities, equipment sites and buildings
· Investigates existing easements
· Resolves encroachments on GVTC easements
· Calculates and prepares easement documents including property descriptions, acquires appropriate signatures and sees that all necessary documents are recorded at respective county courthouses
· Interprets staking sheets, job sketches, plot plans, building plans, maps and aerial photographs
· Coordinates construction related right-of-way events with Designers, Inspectors, Contractors, and property owners
· Single point of contact with and related to all utility coordination items
· Acquires permits for installation of communications facilities within the rights-of-way of entities including various counties, cities, railroads and TxDOT
· Acquires appropriate TECQ permits for construction activities (SWPP)
· Submits Pole Use Applications
· Prepares and provides easement release documents
· Notarizes documents as necessary (requires Texas Notary Public certificate)
· Performs administrative tasks including completing and filing all associated forms and documents
· Resolves conflicts involving customers and easement issues
· Provides testimony as required in mediations, hearings, depositions, and condemnation proceedings related to appraisal, acquisition, relocation and utility accommodation
· Uses surveying, GIS and GPS equipment to define property lines, easements, construction areas, construction lines, road rights-of-way, etc
· Assists in any Engineering functions as required
· Sound expense control and expense management
Qualifications:

Education/Experience:High School Diploma or General Education Degree (GED) required; college degree preferred. International Right-of-way Association Right of Way agent (RWA) and Right of Way Professional(RWP) candidacy required or must obtain within two years of taking position. Minimum of three years experience in telecommunications out-side-plant design required. Experience in telecommunications outside plant construction and installation practices preferred.
Language Ability: Ability to read, write and comprehend simple instructions and short correspondence. Must have good oral and written communications skills
Reasoning Ability: Ability to deal with and solve problems using solid judgment skills.
Technical skills:
- Basic PC and keyboarding skills required
- Basic Microsoft Office skills (Outlook, Word, Excel, PowerPoint) required
- Basic surveying skills (using theodolite) required
- Basic GPS and GIS data gathering knowledge required
