POSITION OBJECTIVE: Under the direct supervision of the Compliance Director, the Sr. Compliance Specialist is responsible for all aspects of the compliance process. The Compliance Specialist must also establish and maintain effective working relationships with onsite support services staff and must relate well to people, exercise good judgment and discretion in dealing with residents, visitors, vendors, support services and staff. This position may require overtime after hours and on weekends during key times for compliance deadlines.

GENERAL DESCRIPTION-ESSENTIAL FUNCTIONS (KEY JOB RESPONSIBILITIES AND ACTIVITIES)

  • Assist in compliance with all occupancy regulations established by HUD, CTCAC, HOME, Bonds and other regulatory bodies
  • Perform internal pre-audits
  • Assist in monitoring and mitigating TRACS discrepancies
  • Implementation of compliance and occupancy regulations at all facilities by reviewing files, waiting lists, TRACS and Yardi
  • Assist in performing pre-audits and assist with bringing troubled facilities back into compliance.
  • Assist with managing the internal compliance queue
  • Respond to residents that may not be compliant with regulations sent forth by the governing agency
  • Work with Yardi on occupancy and compliance module
  • Stay informed on Yardi adapting to new HUD requests
  • Participate in hiring process for occupancy and compliance positions
  • Satisfy all requirements of HUD, Tax Credit, Non-Section 8, Section 8, Vouchers, Project Based Section 8, bonds and conventional housing. As needed education training on continual regulation changes and updates.
  • Assist in implementing training for managers and assistant managers
  • Assist in answering corrections to audit findings by ensuring corrections are made and reports are written to auditors within time limit
  • Assist with direct reporting to HUD, LOMOD, CMS, CTCAC, Bond entities, facility owners and any other monitoring agencies as needed
  • Assist with implementation of HUD approved rent increases in Yardi and corrections as needed
  • Special projects such as contract renewals, rent increases or any other project that may be assigned
  • Assist with development of training materials and implementation of new regulations and procedures
  • Train site staff on new procedures and regulations that will impact their certification and recertification processes
  • Assist in developing and standardizing Tenant Selection Plans, EIV Policy, Fair Housing Marketing Plans, House Rules and Policy and Procedures Manual
  • Attend trainings as needed

· Maintain a businesslike and professional appearance.

· Be available by cell phone for emergencies.

· Assist the Property Manager/Compliance Director with special projects and administrative tasks

· Other duties as assigned.

WORK/EDUCATION EXPERIENCE REQUIREMENTS (REQUIRED EXPERIENCE, EDUCATION AND TRAINING)

· Minimum 5 years related experience in affordable housing and/or training preferably in TCAC, HUD and other affordable housing program

· AA degree in relatable field preferred

· Experience with TCAC, HUD, integration of dual programs and other affordable housing program preferred

· A current certification in COS, CPO, TCS, or NCP is required

· Experience with MOR and Tax Credit audits preferred

SKILL SET (REQUIRED SKILLS AND OTHER FACTORS FOR JOB SUCCESS)

· Ability to multi-task and/or quickly shift competing priorities

· Professional and courteous demeanor exhibiting excellent customer service to resident, vendors and staff

· Familiarity with regulatory reports such as subsidies, compliance issues, and section 8 vouchers

· Ability to work as a team member

· Proficient in computer skills (word, internet, Yardi, Voyager, excel, publisher, PDF, and power point)

· Confidentiality

· Ability to draw conclusion from abstract data

· Ability to work independently, attention to detail, self-directed

· Accuracy and highly developed organizational skills

· Excellent written and oral communication skills

· Strong interpersonal skills

Job Type: Full-time

Pay: $68,640.00 - $71,000.00 per year
