Full job description
Position Overview: Senior Strategic Planner
This position will support the Air National Guard Primary Training Ranges / Air Gunnery Ranges for the following:
Provide technical support for two on site meetings per year and six bi-monthly telecoms of the ANG Range Council
Support shall include process refinement and implementation, meeting message preparation, invitations, and notification; including assistance in agenda development, meeting facilitation, briefing preparation and presentation, reports of meeting proceedings, and dissemination of meeting information; maintain a database of meeting participants; provide detailed draft meeting minutes for all events NLT 10 business days after the event.
Coordinate with field units to provide documentation of fielding and sustainment plans for range targets, weapons scoring systems, range equipment, range vehicle authorizations, Range EOD clearance and Range Residue Removal (RRR).
Support shall include process refinement for tracking of RRR process at all ANG ranges; complete all data calls to include monthly ANG days requests, quarterly/annual budget forecasts; complete a site visit to each range as required to document range residue holding area capacity, laser surveys and range scoring system configuration requirements; support review of Air Force and Air National Guard regulatory review, development and changes related to ranges.
Support development of strategic documents for ranges used to inform ANG leadership for capabilities and programmatic decisions.
Qualifications:
- 10+ years demonstrated senior level experience in identification and resolution of issues related to ANG air-to-surface and air-to- air ranges to include instrumented ranges; coordination, between ANG, the ranges, using units, Headquarters Air Force (HAF) and MAJCOMs on a full spectrum of issues including Range Operations and Safety; Policies; Resources (Manning, Equipment, Real Estate); Target Development; Scheduling; Airspace; Data Collection and Reporting; and providing technical reports, briefs and correspondence as required.
- Must be skilled in streamlining processes; overcoming budget and manpower constraints; collaborating with agencies to ensure projects comply with government expenditure guidelines and meet schedule requirements. Subject matter expert (SME) for air to ground bombing ranges and associated technical support for the range manning, training, equipment requirements, wildland fire, threats, high fidelity targets, and weapons impact scoring systems.
