About Lake Region Television

Lake Region Television (LRTV) is a community television station serving Bridgton, Harrison, Naples, Casco, Denmark, and Sebago as well as five other towns in western Maine since its founding in 1992. We produce local programming of a Public, Educational, and Governmental nature. We distribute it via two television channels on the Charter-Spectrum cable system to our 11 communities, via live web streaming of selected programs, and on-demand viewing from an extensive library of high-definition videos archived on Vimeo.com.

General Requirements

The LRTV Station Manager shall:

  • Possess a good understanding of the audio, video, computer, and network equipment and software involved in the production of television programming.
  • Be familiar with social media platforms, including Facebook, and have a basic understanding of website design and management.
  • Have experience in recruiting, retaining, and supervising both paid and volunteer staff within a non-profit organization.
  • Be familiar with the operation of a public, educational, and governmental (PEG) community television facility.
  • Possess excellent communication skills and be comfortable engaging with local businesses, non-profit organizations, and the broader community to support Lake Region Television.
  • Agree not to personally engage in the production of programming that is not coverage of an event conducted by a town government, non-profit organization, or school district—particularly if the content is potentially controversial or focused on community or political issues.

Administrative Responsibilities

The LRTV Station Manager shall:

  • Check phone messages and return calls daily.
  • Check emails and respond daily.
  • Work with the LRTV Treasurer to supervise the bookkeeper, ensuring all duties are properly carried out.
  • Supervise the proper recording and deposit of all monies, the payment of bills as authorized by the Board of Directors, and the creation and delivery of monthly invoices and statements to business and non-profit underwriters, as well as to municipalities for franchise and production fees.
  • Supervise all paid staff members and volunteers.
  • Oversee the solicitation of potential business and non-profit underwriters/sponsors, and assist in approving the design and updates of sponsor content for the LRTV message board system.
  • Seek out and maintain good working relationships with local and county governmental units, school districts and individual schools, business organizations, and various non-profit organizations within LRTV’s area of operation.

Production and Technical Responsibilities

The LRTV Station Manager shall:

  • Maintain an updated listing of upcoming municipal meetings to determine which meetings need to be streamed live and/or recorded.
  • Schedule the playback of recorded or live programming for the three cable channels and 24/7 livestream using the Tightrope Cablecast system. Programming should be scheduled:
  • Both during daytime and evening hours
  • Without duplicating content across multiple channels
  • With interspersed community event/sponsorship acknowledgements and LRTV promotional content
  • According to consistent days/times for recurring programs
  • At least 3 days in advance, with daily updates to reflect any changes in meeting lengths or events
  • Assign paid and/or volunteer staff to cover municipal meetings and other events.
  • Cover any mandatory municipal meetings if no staff or volunteers are available.
  • Purchase and maintain necessary supplies (e.g., batteries, cables, flash drives, SD cards) and arrange for repairs as needed.
  • Edit or delegate editing/exporting of municipal meeting recordings promptly after recording.
  • Upload edited videos to the Cablecast server, Vimeo, and/or YouTube, and post links/embeds on the LRTV website and Facebook page.
  • Transfer video files uploaded by program producers or municipalities via FTP (currently the Town of Sebago and Bridgton Alliance Church), then edit and upload them accordingly.
  • Design and update screens for the LRTV message board system while enforcing content guidelines per the LRTV Policy Manual and/or Board of Directors.
  • Coordinate requests from municipalities, nonprofits, and school districts for video/audio coverage of events, and provide appropriate equipment and staffing when possible.
  • Maintain and share a schedule of upcoming recordings and the associated resource needs (equipment, personnel) with staff and volunteers.
  • Periodically monitor the audio/video quality of LRTV’s cable channels and coordinate with the cable company or Technical Advisor to correct any issues.
  • Follow guidelines from the Board of Directors for recycling, disposal, or sale of archive media, and for removing content from Cablecast, Vimeo, YouTube, and the LRTV website.
  • Train and assist staff and volunteers in program editing for LRTV broadcast.
  • Research and recommend new equipment and technologies to the Board of Directors; this responsibility may be delegated to a designated Technical Advisor.
