Summary/Objective
Under general supervision of the Planning Manager, performs construction coordination duties, construction inspection and quality assurance on water lines pertaining to development/subdivision projects related to Sharyland Water Supply Corporation (SWSC) distribution system. Ensure compliance with SWSC standards, policies, designs and specifications.

Essential Functions

1. Review and proofread plans, specifications, submittals, procedures, reports, memos, status reports and all correspondence with engineer, testing agencies, internal departments and the contractor.

2. Review SWSC’s engineer recommendations on development/subdivision applications.

3. Communicates with developers on the application of construction standards, SWSC’s engineer recommendations and policies in general and on specific tracts and design layouts for subdivisions.

4. Reviews and evaluates development/subdivision applications and assists in preparation

5. Inspects and performs oversight on the installation of water lines in subdivisions

6. Coordinates development/subdivision water line tie-ins with the Distribution Department

7. Ensures all development/subdivision projects adhere to the SWSC Construction Standards and any other necessary regulatory requirements.

8. Reviews and verifies all necessary permits and NTPs before commencement of subdivision construction activities.

9. Ensures all new developments/subdivisions coincide with the most recent Water System Master Plan.

10. Acquires required as-builts and electronic files for the updating of the GIS System and Hydraulic Model.

11. Coordinates the mapping of all assets into the GIS System and Hydraulic Model

12. Obtains field data using GPS/Surveying equipment for required GIS System and Hydraulic Model updates

13. Conducts Customer Service Inspections

14. Performs other job duties as assigned.

Skills

1. Thorough understanding of applicable local, state, and federal regulations and industry standards.

2. Knowledge of computer software necessary for the position (e.g., Microsoft Office and WaterGEMS).

3. Knowledge of principles and practices applied in the planning, location, design, and construction of water infrastructure.

4. Knowledge of fundamental and applied engineering science particularly as applied to the field of civil and environmental engineering.

5. Strong oral and written communication skills in English.

6. Ability to multi-task and work both independently and as part of a team.

7. Ability to establish and maintain effective working relationships with internal personnel and external customers.

Work Environment

Work is performed in an office and outdoor setting. Hand-eye coordination and fine manipulation skills are necessary to operate computers and various office machines.

Physical Demands:
This position requires lifting up to 25 pounds. Must be able to walk, stand and maneuver in steep or uneven terrain in all kinds of weather conditions.

Position Type and Expected Hours of Work:
This is a full-time position. Monday through Friday, 8:00 a.m. to 5 p.m. Schedule subject to change without prior notice.

Education and Experience:

1. Associate’s, Bachelor’s or Master’s in: Urban or Regional Planning, Civil Engineering, Construction, Environmental Design, Geography or related technical field.

2. Professional Engineer licensed in the State of Texas.

3. Engineer in Training (EIT) Certification with experience.

4. Three to five years of experience supporting a water and/or sanitary sewer utility/municipality.

5. Any equivalent combination of education, experience, and training that provides the required knowledge, skills and abilities will be considered.

6. TCEQ Water Licenses Class A or B with 5 years or more experience

7. Bi-lingual (Spanish & English)

Job Type: Full-time

Pay: $17.00 per hour

Expected hours: No less than 40 per week
