The Association of Old Crows (AOC), headquartered in Alexandria, VA, is seeking candidates to fill a Technical Program Area Specialist position. This is a new, full-time position that reports to the Director of Advocacy and Outreach. The position offers flexible in-person, remote and work-from-home opportunities. Available start date is as soon as possible.

The AOC is a 501(c)(6) international professional society for individuals who have common interests in Electronic Warfare, Electromagnetic Spectrum Management Operations, Cyber Electromagnetic Activities, Information Operations, and other information-related capabilities.

The association provides a means of connecting members and organizations nationally and internationally across government, defense, industry, and academia to promote the exchange of ideas and information and provides a platform to recognize advances and contributions in these fields. AOC Advocacy and Outreach is a core strategic mission of the AOC. Over the years, AOC has been active engaging Congress, the Defense Department, relevant US federal agencies, and international stakeholders across government and industry on issues affecting our community. Our focus is to be a respected resource of information and analysis on electromagnetic spectrum operations (EMSO)-related programs, budgets, legislation, regulations, and policy developments in support of our growing mission.

Job Description

The Technical Program Manager position is responsible for conceptualizing, implementing, and managing all aspects of special initiatives in the unique subject area of the association. Qualified candidates MUST have expertise in electromagnetic warfare (EW) and experience in the field of electromagnetic spectrum operations. While providing technical guidance, research, writing, and program coordination support for the Advocacy and Outreach Department, the Technical Program Manager will focus on necessary research for long-lead deliverables and assist in the development of regular deliverables such as newsletters, issue briefs, articles, agency responses, program and market overviews, and our defense budget analysis. Essential responsibilities of the position may include, but are not limited to, the following:

  • Assisting in developing a range of high-quality written materials, including reports and memos.
  • Preparing discussion material for both AOC webinar and podcast initiatives on related policy topics.
  • Drafting organizational comments and statements for the record responding to federal policy actions.
  • Tracking EW-related programs in the annual U.S. defense budget and the DOD POM cycle budget planning.
  • Quantitative and qualitative data collection and analysis related to EW programs and defense industrial base market trends.
  • Carrying out additional duties as needed.

Education and Experience

  • Master’s degree or higher in a relevant field of study (i.e. national security, public policy, program management).
  • 5+ years of related professional experience
  • Security Clearance is required for this position. Must be eligible for Secret-level clearance.
  • Travel may be required for this position (< 5 percent of time), including occasional travel to AOC Headquarters in Alexandria, VA

Pay: $90,000.00 - $150,000.00 per year
