Full job description

Under the supervision of the Distribution Superintendent, performs semi-skilled work in the installation and repair of water distribution facilities and mechanisms. Work involves responsibility for the performance of semi-skilled duties assisting in the installation, repair, and maintenance of water services, meters and mains. The employee normally works under direct supervision, and all work is inspected in progress and upon completion.

  • Lays water mains; valves, fittings, clamps, and sleeves, and responsible for the more difficult repairs; flushes lines; backfills around pipes; landscapes upon completion.
  • Makes routine water taps; digs holes for taps; sets up tapping mechanism; makes tie-ins; installs water service lines and meters.
  • Cuts and bevels pipes; threads pipes; caulks joints.
  • Operates related heavy equipment such as electric grinder, air compressor, jack hammer, acetylene torch, dump truck and boom truck; may operate backhoe.
  • May operate all necessary heavy equipment such as boring and jacking equipment, trencher, backhoe and other related equipment.
  • Works in proximity of underground utilities such as water, electric, telephone, and gas.
  • Locate and identify all underground utilities by means of hand-digging, shovel or vac system.
  • Performs non-machine tasks such as placing pipe in trench, hand digging, and tapping.
  • Replaces angle stops, meter boxes, and meters.
  • Performs maintenance on materials, tools, and equipment.
  • Performs emergency repairs on the water distribution system after normal working hours.
  • Must be on call as assigned on nights, weekends, holidays, and during inclement weather and especially during emergency situations.
  • Performs other job duties as assigned.

Necessary Knowledge, Skills and Abilities

  • Knowledge of applicable local, state, and federal regulations and industry standards.
  • Considerable knowledge of the methods, materials, practices and tools required for pipe, main, service and water meter installation, testing and repair.
  • Knowledge of the water distribution system including mains, hydrants, pressure reducing valves, water meters and other miscellaneous water distribution fixtures.
  • Ability to perform heavy physical manual tasks for extended periods, often in adverse climatic conditions.
  • Knowledge of different soil types.
  • Understanding of mechanical and hand tools.
  • Understanding of safe excavation and proper trenching procedures.
  • Ability to multi-task and work both independently and as part of a team.

Education and Experience

  • High School Diploma preferred.

Special Requirements

  • Must possess a valid Texas Driver’s License.

Physical Demands

  • Work is performed in an outdoor setting. Hand-eye coordination and fine manipulation skills are necessary to operate machinery and tools. This position requires lifting up to 80 pounds. Must be able to walk, stand and maneuver in steep or uneven terrain in all kinds of weather conditions.
  • Considerable outdoor trenching work is required in the installation and repair of water lines, water meters, meter boxes, and valves. Must be able to safely ingress and egress a trench.
