WORKFORCE DEVELOPMENT ANALYST

About Workforce Alliance of the North Bay:

The Workforce Alliance of the North Bay (WANB) is a joint powers agency (local government special district) consisting of the Counties of Lake, Marin, Mendocino and Napa who are jointly engaged in the coordination of workforce development planning, programs and systems in accordance with the Workforce Innovation and Opportunity Act.

Responsibility Summary:

The Workforce Development Analyst series performs a variety of analytical work including general administration, board administration, program, data and systems analysis, customer engagement, needs identification and support and special projects involving research, data collection, analysis, writing and presentation. Individuals performing duties as a Workforce Development Analyst may be assigned to work in one or more areas of specialty including general administration and/or community engagement. Increasing levels of responsibility qualify a candidate for Senior and Principal Workforce Development Analyst.

The Workforce Alliance of the North Bay is a small organization with few employees. Employees, by necessity, participate in a wide variety of duties and must be flexible in their day to day work. While employees may specialize in certain areas, they are expected to be able and willing to jump in to assist in various projects.

This posting is for two separate positions each with a range of duties based on the applicants strengths.

Reporting Matrix:

Reports to and receives direction from an assigned WANB Supervisor/Manager including but not limited to the WANB Executive Director; may serve in a technical lead capacity. Works with program participants, training institutions, businesses/employers, contractors, representatives of governmental agencies, employers, and the general public.

Examples of Duties

General Administration:

Fiscal administration including quickbooks entry, invoice disbursements and docusign routing, review and processing of travel, purchase, and reimbursement requests; learn to prepare cash drawdown; and prepare bank reconciliation.

Payroll administration support

Inventory support

Monitor, analyze and report on program plans and expenditures.

Create, monitor, and amend contracts with subrecipients and contractors.

Create, monitor, and amend policies and procedures.

Obtain records and compile reports for subrecipients.

Community/Business/Partner Engagement:

Respond to layoff events; organize presentations to laid off staff with EDD and WIOA staff.

Develop relationships with local employers and CareerPoint career centers.

Attend local business events (such as Chamber of Commerce) to promote CareerPoint and Workforce Alliance of the North Bay services.

Work with committees and community partners to identify local business needs and develop action plans to meet them.

Board Administration:

Attend, participate, and manage various board and committee meetings and assist with procedures as needed.

Maintain board schedules, maintain board member records take board meeting minutes, adhere to required public meeting requirements.

Make staff recommendations to the board on actions to take.

Other:

Conduct special projects and/or surveys involving researching, collecting data, analyzing results, reporting on findings and making recommendations on actions to take.

Labor market and economic data analysis and reports.

Search and apply for new grants that align with WANB’s goals and mission.

Develop, support and/or implement a communications plan.

Provide varying levels of supervision over other staff; full time staff, part time staff, and contractors.

Other duties as assigned.

RECOMMENDED KNOWLEDGE, SKILLS, AND ABILITIES

KNOWLEDGE OF:

Principles and practices of public administration.

Principles and practices relating to budget programs and general systems management.

Operations and functions of government.

Agency organization, programs, policies and procedures.

Program evaluation and management.

Computer equipment, data processing programs such as word processing and spreadsheet applications, and modern office machines.

Methods and techniques used in public sector budget administration including budget preparation and analysis.

Systems analysis.

Research and report preparation and basic statistics.

Basic report writing and correspondence preparation techniques.

ABILITY TO:

Compile and analyze technical and statistical information and data.

Understand, interpret and apply federal, state, and local legislation and directives.

Understand, research, and interpret complex policies, procedures and regulations; make recommendations for modification or change.

Collect, analyze, interpret and apply data to assigned projects.

Prepare and maintain clear, concise, and comprehensive records, reports, and correspondence.

Develop computerized spreadsheets and custom design spreadsheets.

Develop procedures and operational guidelines.

Oversee programs, projects, or assignments.

Prepare reports, surveys, and other required material.

Make presentations before boards, commissions, and groups.

Make accurate statistical and/or mathematical computations.

Prepare and maintain clear, concise, and complete records and reports.

Schedule and organize workload; adjust to changes and meet specific deadlines.

Communicate effectively both verbally and in writing.

Establish and maintain cooperative working relationships with persons contacted during the course of work.

REQUIRED EXPERIENCE AND TRAINING

Bachelor’s degree in public administration, business administration, social science, education, or a related field, plus at least one year of experience in workforce development; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

CERTIFICATES AND LICENSES REQUIRED

Appropriate California driver's license or available alternate means of transportation.
