Overview
We are seeking an energetic and detail-oriented Government Contracts Manager specializing in HVAC (Heating, Ventilation, and Air Conditioning) to lead our government procurement initiatives and contract management efforts. This pivotal role involves overseeing the entire lifecycle of government contracts, ensuring compliance with federal regulations, and fostering strong relationships with vendors and contractors. The ideal candidate will thrive in a fast-paced environment, demonstrate exceptional negotiation skills, and possess a comprehensive understanding of legal and technical aspects related to HVAC projects within government settings.

Responsibilities

  • Manage the full spectrum of government contracts related to HVAC projects, including procurement, negotiation, review, and administration.
  • Develop and implement strategic contracting plans aligned with organizational goals and federal acquisition regulations (FAR).
  • Lead vendor management activities by evaluating vendor performance, negotiating terms, and maintaining productive relationships.
  • Oversee document management processes for contracts, proposals, change orders, and compliance documentation using systems like Salesforce, DocuSign, PeopleSoft, or ERP platforms.
  • Ensure adherence to all legal requirements including UCC law (Uniform Commercial Code), federal regulations, and intellectual property laws relevant to HVAC contracts.
  • Conduct thorough contract reviews to verify scope, pricing, terms, and compliance; draft or revise legal documents with precision.
  • Facilitate research on industry standards and regulations; prepare detailed reports and technical documentation for internal stakeholders.
  • Coordinate contract negotiations with vendors and contractors to secure favorable terms while managing risk effectively.
  • Implement change management procedures to adapt contracts as project scope evolves; oversee contractor management activities throughout project lifecycle.
  • Support business development efforts by preparing proposals, pricing strategies, and technical writing for new government opportunities.

Skills

  • Minimum 2 years of proven success bidding and winning HVAC government contracts
  • Demonstrated track record of awarded contracts (required)
  • Strong understanding of government procurement processes (SAM.gov, RFPs, RFQs, etc.)
  • Proven expertise in vendor management, contract negotiation, and legal drafting related to federal acquisition regulations (FAR) and UCC law.
  • Strong document management capabilities utilizing platforms such as Salesforce, DocuSign, PeopleSoft, or ERP systems for efficient records keeping.
  • Ability to interpret complex legal documents; conduct comprehensive contract review and compliance management.
  • Skilled in research methods pertinent to government contracting standards; adept at proposal writing and strategic planning.
  • Excellent negotiation skills with a focus on securing optimal contractual terms while maintaining positive vendor relationships.
  • Familiarity with technical writing related to HVAC systems; experience with pricing strategies and change management procedures.
  • Experience managing contractor relationships within federal projects; knowledgeable about contractor management best practices in regulated environments.

Work Environment

This is a hybrid role that includes:

  • Remote work (research, proposal development, coordination)
  • In-office collaboration as needed
  • Travel to job sites, pre-bid meetings, and client locations

Compensation

  • 1099 Independent Contractor position
  • 100% commission-based structure
  • High earning potential exceeding $300,000+ annually based on performance

Pay: $100,000.00 - $300,000.00 per year

Work Location: Hybrid remote in San Diego, CA 92111
