Analyst I: Pennsylvania Legislative Budget and Finance Committee

Background

The Legislative Budget and Finance Committee (LBFC) is a bipartisan, bicameral legislative service agency of the Pennsylvania General Assembly. The committee membership consists of six senators and six representatives, with equal representation from both political parties. The committee appoints an Executive Director, who in turn hires staff to conduct research projects, program evaluation, and performance audits to meet legislative or other statutorily required studies as directed by the committee. In completing these projects, the staff conducts a wide range of research activities about the operation and performance of state-funded programs and agencies. All work is conducted in a non-partisan and independent manner, which closely follows generally accepted government auditing standards. The LBFC is looking for interested and qualified applicants to fill the position of Analyst 1.

Responsibilities/Duties

· Document and analyze state programs, processes, and internal controls.

· Perform analytical reviews of performance/financial data and evaluate the results.

· Prepare workpapers to evidence work performed, document results, support conclusions, and demonstrate compliance with applicable standards and LBFC policy.

· Conduct research and information-gathering activities.

· Communicate effectively, both verbally and in writing.

Preferred Requirements and Skills

· Possession of a bachelor’s degree or advanced degree with a major course of study in accounting, statistics, political science, public policy, or other related liberal arts major. Relevant work experience may substitute for a degree in one of the specified fields.

· Knowledge of governmental processes, including state government.

· Ability to perform data analysis and visualization using large datasets.

· Must have strong writing and presentation skills.

· Proficiency with the Microsoft Office suite, including Word and Excel.

· Experience with Microsoft Teams and other related collaboration tools.

· Experience with Tableau preferred.

· Knowledge of the methods and technologies used in planning and conducting research and performance evaluation.

· Strong critical thinking skills and creativity.

· Ability to work independently while meeting deadlines and managing time efficiently.

Further Information

LBFC’s offices are in downtown Harrisburg, across from the Pennsylvania Capitol. Starting salary is $59,500, but salary will be based on education, skills, and experience. A comprehensive benefits package, including a hybrid work policy, continuing education, and paid time off, is included.
