The USET OERM Climate Program Manager will be responsible for the leadership, development, and administration of the USET Tribal Climate Resilience Program; and serve as a resource on climate change issues, guide research of climate-related changes and impacts to USET Member Tribal Nations and assess climate resilience strategies guided by the Indigenous knowledges and values of the diversity of USET Member Tribal Nations. This position will hold supervisory responsibilities for Climate program staff within the OERM department.

Exempt/Non-Exempt:
The USET OERM Climate Program Manager is a full-time exempt position requiring travel and irregular works hours, with a salary range starting at $65,226.

Reporting Relationship:
The USET OERM Climate Program Manager is supervised by the OERM Director.

Duties and Responsibilities:
1. Responsible to oversee Climate program development and sustain organizational capacity to deliver program expertise to USET Member Tribal Nations, by leading and supervising climate program staff to achieve program goals and objectives; strategic planning; identifying and securing diverse funding sources (in coordination with USET Development Department); managing grant related activities; formulating workplans and budgets and monitoring for timely and successful execution; reporting as required by USET Administration and funding sources; and following internal USET policies and procedures.

2. Develop a communication, education, and outreach program, to assess climate research needs and priorities, and support climate resilience planning of USET Member Tribal Nations.

3. Provide information about climate science and available resources to support capacity development in climate resilience planning and to uphold self-determination of USET Member Tribal Nations.

4. Establish communications and provide assistance to Tribal resource managers and appropriate Tribal personnel involved in climate response planning and risk management.

5. Assist USET Member Tribal Nations with identifying their local and regional climate research needs.

6. Provide technical support and recommendations to USET Member Tribal Nations in design and implementation of climate research projects, and analyses and interpretations of locally relevant data and research findings.

7. Serve as a liaison between USET Member Tribal Nations and the U.S. Department of Interior’s (DOI) Northeast Climate Adaptation Science Center and Southeast Climate Adaptation Science Center (NE CASC and SE CASC).

8. Advocate for NE/SE CASCs to conduct climate research that ensures inclusively to encompass the themes of environmental resilience of Tribal territories, time-honored value of traditional ecological knowledges, and

self-determination of Tribal Nations to respond to climate change according to their respective Indigenous knowledges and values.

9. Facilitate collaborations between USET Member Tribal Nations and the NE/SE CASCs, and other federal agencies, as may be determined, to enhance Tribal climate resilience planning, research, and adaptive response efforts.

10. Participate in a network of Tribal climate science liaisons who serve in other regional Tribal organizations, particularly those funded by the Bureau of Indian Affairs (BIA) Tribal Climate Resilience Program.

11. With guidance from OERM Director, participate in collaborative engagements with other Tribal organizations, Tribal colleges and universities, and other appropriate partners, to become knowledgeable of emerging trends in science, climate policy, and resource issues associated with Tribal climate resilience.

12. Plan, organize, and coordinate climate resilience trainings, workshops, conferences, site visits, etc., as required in project workplans.

13. In coordination with USET Employee Relations and Personnel Management Department, recruit, hire, and supervise employees in Climate Program.

14. Delegate responsibilities to Climate Program staff appropriately and as may be needed.

15. Contribute to briefings, analytical reviews, and reports for USET Executives, Board of Directors, and USET representatives pertaining to Climate Change and Resiliency issues.

16. In collaboration with USET Development Department, with USET authorization, represent USET at Tribal environmental meetings.

17. Perform other duties as assigned.

Qualifications:
1. Ph.D. degree preferred, or master’s degree with at least three years of experience, in an area of science relevant to climate change and Tribal issues, including the social sciences and public health.

2. Familiarity with recent climate change research and resources within applicant’s area of expertise; with the ability to assist in development and evaluation of research proposals, methods, and outcomes.

3. Experience applying comprehensive knowledge of principles of climate science, biology, ecology, and related sciences to strategic planning with the goal of maintaining science relevance and linkage to societal needs.

4. Knowledge of consensus building, and group facilitation processes as illustrated through previous collaborations with federal, Tribal and state agencies, academic institutions, and other organizations.

5. Demonstrated knowledge of, and previous involvement in, issues that Tribal Nations in the USET region are facing that could be addressed through research in climate change impacts.

6. Understanding of Tribal nations, values, needs, and traditional ecological knowledge; with the ability to work within the customs and traditions of diverse Tribal nations, such as reflected among USET member Tribal nations.

7. Strong oral and written communication skills, especially the ability to articulate relevant climate change-related issues and program products and concepts to Tribal nations and non-scientists generally.

8. Demonstrated ability to work both independently and as a collaborative team member along with the ability to organize, prioritize, document, and manage multiple projects.

9. Ability to travel and work irregular hours, as necessary.
