## Overview

The Citizen Review Panel is a federally mandated group of citizens who are responsible for determining whether state and local agencies are effectively meeting child protective responsibilities pursuant to the Child Abuse Prevention and Treatment Act (CAPTA) and subsequent amendments. Through a review of service networks, policies, procedures, research and reviews of child protective and juvenile service cases the purpose of the Citizen Review Panel is to promote child safety, permanency and well-being for children and families.

Position Description: This is a full-time, exempt employee position. This position reports directly to the Chair of the Wyoming Citizen Review Panel and directly administrates the organization in such a manner as is governed by the mission of the organization, formal policy, and directives of the executive committee, a subset of the Wyoming Citizen Review Panel. The Executive Director shall act as the administrator of the organization in accordance with the stated purpose of the Wyoming Citizen Review Panel.

## Responsibilities

● The Executive Director will provide day-to-day organization and administration of the Wyoming Citizen Review Panel, acting as the agent in charge. This includes but is not limited to:

o Serving as a liaison between the WYCRP Members, executive committee members, and state partners.

o The supervision and evaluation of all employees, volunteers, and contractors. This includes working with and maintaining positive relationships with other organizations and entities with similar child welfare, and family well-being focus. While also maintaining confidentiality, adhering to best practices, and ensuring all appropriate background checks, reference checks, and evaluations are completed.

o Planning, preparing, and implementation of all required meetings and presentations for WYCRP, as well as the creation of internal and external documents.

● The Executive director will manage the organization’s financial health and monitor financial activity, including outside audits as needed or requested by the executive committee or grantors. This position requires that they act as a good steward of WYCRP resources, negotiate contracts for submission, assure all contract and grant reporting requirement areas are fulfilled, and conduct ongoing fundraising activities to include major donors, recurring contributions, and grant funds to ensure the long-term sustainability of the organization.

● The Executive Director will work with the WYCRP members and directly report to the executive committee. This collaboration between panel members and the Executive Director will ensure alignment of resources and major activities with organizational values, goals, and directives in all work performed, while also providing regular updates on the administration of the organization and the various programs. The Executive Director will assist the executive committee members in completing work and will ensure that all materials required for meetings are available. The Executive Director will communicate with executive committee members and other panel members in an effective manner as often as needed. The Executive Director will help the panel with review and approval of organization policy, procedure, bylaws, and strategic planning.

● Complete the Annual CAPTA report submitted to the Wyoming Department of Family Services (DFS), outlining the CAPTA work completed during the program year.

● The Executive Director will participate as a working member of each organization subcommittee, attending each meeting, and coordinating efforts and resources when necessary. This includes the oversight of the Parents as Teachers Program and the CJA Taskforce. The Executive Director will create, implement, collaborate, conduct and sustain systemic reviews of social service networks pursuant to the mission and purpose of the organization. They will also coordinate and administer the Wyoming Child Major Injury and Fatality Review Team.

● Provide direct supervision to 3 Parents As Teachers supervisors, and indirect supervision to 14 Parents As Teachers Parent Educators in administering the model statewide.

● Work directly with the agency accountant on preparation of all required financial documents and grant invoices.

● Other duties as assigned.

## Qualifications

● A Bachelor’s Degree in Public Administration, or other human services related field, from a recognized university.

● Administrative and management experience in a similar organization or agency.

● Keen understanding of the operations of state and federal government and requirements for government grantees and contractors

● Knowledge of Wyoming child welfare, juvenile justice, mental health, and substance abuse treatment services

● A commitment to the mission of the Wyoming Citizen Review Panel

● Knowledge of general accounting and fiscal management practices and familiarity with industry standard financial software such as QuickBooks

● Effective and excellent communication, interpersonal, listening, presentation, coordination, and collaboration skills.

● The ability to conduct research and produce professional reports.

● Technical proficiency with all standard office technology, especially Google Suite and Microsoft.

● The ability to advocate and negotiate effectively while representing the organization with integrity and professionalism.

● Strong customer service orientation and diplomacy skills.

● Strong organizational skills, along with attention to detail.

● Management of professional staff which balances workplace flexibility, employee autonomy, and high-performance expectations.

● The ability to address complex challenges with innovation and creativity and the ability to thrive under pressure in a dynamic environment, while exercising excellent judgment.
