Full job description
HAWK Construction is a growing civil and infrastructure construction company specializing in utilities, site work, and heavy civil projects. We are a team-oriented company with a strong safety culture and a predominantly Spanish-speaking workforce. We are seeking an experienced HR Manager to support our employees, improve HR systems, and help us continue growing responsibly.
Position Summary
The HR Manager will oversee all human resources functions including recruiting, employee relations, compliance, training, payroll coordination, and benefits administration. The ideal candidate is bilingual (English/Spanish), experienced in construction or field-based workforce management, and comfortable working with both office staff and field crews.
Key Responsibilities
Employee Relations & Support
- Serve as primary HR contact for field and office employees
- Support a workforce that is primarily Spanish-speaking
- Address employee concerns and resolve workplace issues professionally
- Promote company culture, safety, and retention
Recruiting & Onboarding
- Recruit skilled construction workers, operators, and staff
- Manage onboarding, orientation, and training programs
- Coordinate drug testing, background checks, and safety certifications
Compliance & Documentation
- Ensure compliance with federal, state, and local labor laws
- Maintain employee records, I-9 forms, and OSHA documentation
- Support certified payroll, prevailing wage, and DBE compliance as needed
Payroll & Benefits Administration
- Coordinate with accounting on payroll processing
- Manage benefits enrollment and employee questions
- Track PTO, leave requests, and workers’ compensation cases
Training & Development
- Implement safety and skills training programs
- Support supervisors with leadership and HR best practices
- Develop retention and employee engagement initiatives
Qualifications
Required
- Bilingual English/Spanish (verbal and written)
- 5+ years HR experience
- Experience with construction, field workforce, or similar industry
- Knowledge of employment law and HR compliance
- Strong communication and conflict-resolution skills
Preferred
- Bachelor’s degree in HR, Business, or related field
- SHRM-CP, SHRM-SCP, or PHR certification
- Experience with certified payroll, union/non-union crews, or government projects

Job Type: Full-time
Pay: $63,988.34 - $77,061.23 per year
