JOB TITLE:
Executive Director – Therapeutic Foster Care / Licensed Child Placing Agency
POSITION SUMMARY:
The Executive Director is responsible for the overall leadership, administration, and operation of the licensed child-placing agency. This position ensures full compliance with all regulatory requirements outlined in 22VAC40-130 and other relevant laws. The Executive Director guides the development and implementation of therapeutic foster care programs, supervises agency personnel, ensures quality service delivery, and maintains relationships with state and community partners.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Administrative Oversight
- Provide strategic and operational leadership to the agency.
- Develop and implement organizational policies and procedures.
- Ensure compliance with the Virginia Department of Social Services (VDSS) standards.
- Maintain agency licensure and monitor regulatory requirements under 22VAC40-131.
Regulatory Compliance
- Serve as primary liaison with VDSS and other governing bodies.
- Ensure the agency’s practices align with all child-placing regulations, including confidentiality, documentation, and child safety.
- Monitor internal audits, case reviews, and compliance with training and reporting standards.
Program Management
- Oversee the development and execution of therapeutic foster care services.
- Ensure service delivery follows trauma-informed, evidence-based practices.
- Evaluate and enhance program outcomes and placement stability.
Personnel Supervision
- Hire, train, supervise, and evaluate key staff members.
- Ensure all personnel meet qualification and training requirements per 22VAC40-131-210 and related sections.
- Foster a positive and professional work culture emphasizing accountability and development.
Financial Management
- Oversee the preparation and management of the agency’s budget.
- Ensure ethical and strategic use of financial resources.
- Review financial reports and coordinate funding efforts with stakeholders.
Community and Stakeholder Engagement
- Cultivate and maintain relationships with foster families, donors, and community organizations.
- Represent the agency in public forums and with key partners.
- Advocate for the needs and welfare of children in foster care.
QUALIFICATIONS (Per 22VAC40-131-130):
Candidate must meet the following minimum education and experience combinations:
- The executive director shall have a doctorate or master's degree from an accredited college or university plus five years of experience in a social service agency or program including one year in an administrative, supervisory, or consultative capacity.
PREFERRED QUALIFICATIONS:
- Experience in managing therapeutic foster care or mental health programs.
- Demonstrated understanding of trauma-informed care principles.
- Proven leadership in nonprofit or human services organizations.
- Familiarity with Medicaid-funded services, quality assurance practices, and foster parent recruitment/retention strategies.
WORKING CONDITIONS:
- Primary work is performed in an office environment with occasional off-site travel.
- May require attendance at evening or weekend meetings and events.
- On-call availability as needed.
Pay: From $35.00 per hour
